2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING REQUESTED:
DLA seeks to limit a procurement to a specific name brand product; specifically, Granit 1991 Barcode Scanners (1991iXR-3-DLA-N) manufactured by Honeywell.
3. A DESCRIPTION OF THE SUPPLIES AND SERVICES REQUIRED TO MEET
THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT:
DLA requires 400 Granit 1991 Barcode Scanners (1991iXR-3-DLA-N) for use on the DLA Warehouse Management System (WMS) Distribution Standard System (DSS) at an estimated cost of .
4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER
THAN FULL AND OPEN COMPETITION:
41 U.S.C. § 1901
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES
USE OF THE CITED AUTHORITY:
DLA/DOD supply and distribution process is barcode intensive, and DLA utilizes thousands of barcode printers in order to maintain current operations.
DLA requires networked barcode printers for the WMS mainframe print environment that communicate using Intermec Programming Language (IPL). This is proprietary language owned by Intermec.
• Market research shows that only the Intermec PD43, part number D43AG3100010201, can correctly print the DSS WMS labels.
• This model has firmware specific to the DLA WMS.
• Without this model-specific firmware, labels pulled from the system would be incorrectly incorrectly formatted, causing inventory control issues or incorrect shipping destinations.
• This specific firmware will not work on other barcode printers.
Thus, DLA will limit this action to only Intermec PD43 (PD43AG3100010201) barcode printers.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT REPRESENTS THE BEST
VALUE TO THE GOVERNMENT BASED ON RECOMMENDED ACTION:
Market research showed a comparable Zebra DS3678-SR Barcode ultra-rugged wireless scanner costs $681.36. In comparison, market research quotes received for this action were received for this action were well within a competitive range for the Honeywell Granit Scanners.
Based on this information, the Contracting Officer anticipates the pricing received will be fair and reasonable and will represent the best value to the Government.
8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS
NOT CONDUCTED:
Market research was conducted by utilizing white pages, brochures and technical manuals found on the following websites: https://zebra.com and https://sps.honeywell.com. Zebra is the only comparable scanner to the required Honeywell Granit scanners. Per the resources available on these websites, none of the scanners available via competing vendors support the current PCL:IPL that is necessary to operate utilizing the current software.

DLA is in the process of actively, systematically launching a new WMS that will allow commercial off the shelf devices to correctly scan the various barcodes. From the onset it was known that launching this new system is a sizable undertaking and was expected to take several years to implement. Additional setbacks due to COVID-related delays have unfortunately extended that original timeline. Currently, the target completion date set for some time in 2025.
