About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency (DLA) Energy. The J&A authorizes a one-time buy (OTB) of 4,200,000 U.S. gallons (USG) of Turbine Fuel, Aviation (JAA) from Petromax Refining LLC for an estimated value of $8,851,554.60, with a unit price of $2.628073 per USG. The procurement is being conducted on an urgent and compelling basis under FAR 6.302-2, covering a portion of the Inland/East/Gulf Coast (IEG) Bulk Petroleum Products solicitation SPE602-24-R-0709.

The acquisition is justified due to critical supply chain vulnerabilities and time-sensitive delivery requirements. Petromax was the only vendor identified capable of delivering the required amount of JAA directly to the Required Delivery Date (RDD), with no other vendors able to refine and deliver the fuel within the specified constraints. The purchase is a stop-gap measure pending open protest actions on the larger FY25 IEG annual competed procurement, with DLA Energy waiting to conclude current protests and potentially modify completed awards to alleviate potential shortages at DFSP Houston. The period of performance is from May 15, 2025, to June 15, 2025, and the contract will be funded using Defense Working Capital Funds.
