Justification and Approval for Other Than Full and Open Competition

This document justifies a non-competitive procurement by the Defense Logistics Agency (DLA) Energy for 6,300,000 U.S. gallons of Turbine Fuel, Aviation (JAA) from VetJet Fuels, LLC under contract SPE602-26-P-0453 with an estimated value of $17,749,620.00. The procurement was authorized under FAR 6.302-2 due to unusual and compelling urgency, with performance scheduled from December 23, 2025, to February 06, 2026. The fuel must conform to ASTM D 1655 specifications with Quality Assurance Provision C16.08-1 modifications and will be delivered via a specified transportation method. DLA Energy determined the unit price was fair and reasonable compared to the contractor's existing contract pricing, and the contract is funded through Defense Working Capital Funds.

The J&A cites inventory fuel reserve conditions reaching minimum control limits and a critical operational need to sustain increased mission tempo at a specific military location. Due to accelerated delivery timeline requirements and supply chain constraints, VetJet was identified as the only source available to deliver the required quantity within the necessary timeframe. No synopsis was posted under FAR 5.202(a)(2) exception due to the urgent nature of the requirement. Future actions to overcome barriers to competition include implementing increased market intelligence research to identify alternative suppliers capable of meeting both quantity and accelerated delivery requirements when critical fuel shortfalls are anticipated. The J&A was approved and publicized after award on December 23, 2025.
