About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement of aviation fuel. The Defense Logistics Agency (DLA) Energy, as the Integrated Material Manager for Department of Defense petroleum products, is procuring 6,300,000 U.S. gallons of Turbine Fuel, Aviation (JAA) conforming to ASTM D 1655 specifications from VetJet Fuels, LLC under contract SPE602-26-P-0453. The award was made on December 23, 2025, with a performance period from December 23, 2025, to February 6, 2026. This purchase supplements the Inland/East/Gulf Coast (IEG) Bulk Petroleum Products solicitation SPE602-24-R-0709 and will be delivered via specified means to designated locations. The contract utilizes Defense Working Capital Funds.

The procurement was justified under Federal Acquisition Regulation 6.302-2 (unusual and compelling urgency) based on critical fuel inventory shortages at receiving locations that had reached minimum control limits, threatening mission readiness and operational continuity. DLA Energy determined that VetJet was the only available source capable of meeting the accelerated delivery timeline required by the specified deadline, as other suppliers would require significant advance notice for supply planning adjustments. The contracting officer determined the price to be fair and reasonable based on market analysis. No synopsis was published per FAR 5.202(a)(2) due to the urgent nature of the requirement. The J&A was approved and publicized after award. Future planned actions include increased market intelligence research to identify suppliers capable of providing required fuel quantities with flexible delivery schedules to prevent similar supply chain vulnerabilities.
