About this file
This market survey solicits statements of interest and capabilities from businesses to replace two existing 12.5-ton packaged cooling units at an Airport Surveillance Radar system located in Macon, Georgia for the Federal Aviation Administration. Interested vendors should provide a capability statement identifying their types of services, sizes of previous contracts including detailed past performances, and number of years in business by March 15, 2024. The purpose of the market survey is to determine the appropriate acquisition strategy for the procurement, whether an unrestricted competition or a set-aside for small businesses or disadvantaged small businesses. Responses will be used for information purposes only and vendors will not be paid for any submission costs.

* Downflow or Horizontal Note: Corner weights are given for information only.
Unit is to be supported continuously by a curb or equivalent frame support.
Foundation
Horizontal Units If the unit is installed at ground level, elevate it above the snow line. Provide concrete footings at each support location with a “full perimeter” support structure or a slab foundation for support. Refer to Table 3-1 for the unit’s operating and point loading weights when constructing a footing foundation.
Anchor the unit to the slab using hold down bolts or isolators.
Isolators should be installed to minimize the transmission of vibrations into the building.
For rooftop applications, ensure the roof is strong enough to support the combined unit and support structural weight. Re-fer to Table 3-1 for the unit operating weights. Anchor the unit to the roof with hold-down bolts or isolators.
Check with a roofing contractor for proper waterproofing pro-cedures.
Ductwork
Figure 3-3 illustrates the supply and return air openings as viewed form the rear of the unit. Refer to Table 3-2 for the unit opening dimensional data.
Elbows with turning vanes or splitters are recommended to minimize air noise due to tubulance and to reduce static pressure. The first elbow in the ductwork leaving the unit should be downstream of the supply air opening at least 3-1/ 2 times the diameter of the supply fan.
When attaching the ductwork to the unit, provide a water tight flexible connector at the unit to prevent operating sounds from transmitting through the ductwork.
All outdoor ductwork between the unit and the structure should be weather proofed after installation is completed.

Roof Curb
Downflow The roof curbs for these units consists of a “full perimeter” enclosure to support the unit.
Before installing any roof curb, verify;
1. That it is the correct curb for the unit,
2. That it includes the necessary gaskets and hardware,
3. That the purposed installation location provides the required clearance for proper operation.
4. Insure that the curb is level and square. The top surface of the curb must be true to assure an adequate curb-to-unit seal.
Step-by-step curb assembly and installation instructions ship with each accessory roof curb kit. Follow the instructions carefully to assure proper fit-up when the unit is set into place.
Note: To assure proper condensate flow during operation, the unit (and curb) must be as level as possible.
If the unit is elevated, a field constructed catwalk around the unit is strongly recommended to provide easy access for unit maintenance and service.
Recommendations for installing the Supply Air and Return Air ductwork joining the roof curb are included in the curb in-struction booklet. Curb ductwork must be fabricated and in-stalled by the installing contractor before the unit is set into place.
Note: For sound consideration, cut only the holes in the roof deck for the ductwork penetrations. Do not cut out the entire roof deck within the curb perimeter.
If a Curb Accessory Kit is not used:
a. The ductwork can be attached directly to the factory-provided flanges around the unit’s supply and return air openings. Be sure to use flexible duct connections at the unit.
b. For “built-up” curbs supplied by others, gaskets must be installed around the curb perimeter flange and the supply and return air opening flanges.
Ductwork
Figure 3-4 illustrates the supply and return air openings as viewed form the top of the unit. Refer to Table 3-3 for the unit opening dimensional data.
Elbows with turning vanes or splitters are recommended to minimize air noise due to tubulance and to reduce static pressure. The first elbow in the ductwork leaving the unit should be downstream of the supply air opening at least 3-1/ 2 times the diameter of the supply fan.

Important Notes:
• This facility is a 24x7x365 facility. No cooling setbacks or sleep cycles are allowed for this facility.
o Facility cooling is required 24x7. Contractor must maintain space cooling with a 70 deg cooling set point. Only one unit shall be out of service at a time, and only taken out of service when the new unit and all incidental materials are on-site and ready for installation.
• Units shall be furnished with duct mounted smoke detectors on both the supply and return air sides.
These duct smokes shall report back to the existing DDC control panel and shall send a supervisory alarm to the building fire alarm control panel. Detection of smoke by either duct smoke detector shall result in a fan shutdown and associated messages relayed to the DDC and building fire alarm control panel.
• If a connection exists between the existing HVAC units and the building EES counterpoise, the contractor must restore that grounding connection between the new HVAC units and existing building counterpoise.
• Existing pads and conduit shall be reused to the maximum extents practical.
• No electrical splices are permitted on this project
• Units shall be started up and commissioned by a manufacturer certified technician prior to entering operable status.
• an extended 5 year parts and labor warranty must be provided in writing at completion of the project.
• The existing units are interconnected with a common DW trunk line with a barometric back draft damper installed for each unit within the existing ductwork. Contractor must ensure that while one unit is out of service, the back draft dampers function as intended such that conditioned air does not escape through the DW associated with the unit being replaced.
