About this file

This document is a Project Performance Management Plan that provides details on a federal grant opportunity from the Department of State under the Cyberspace and Digital Policy program (CFDA 19.665). The overall goal of the ProCON Global project is to promote open, interoperable, reliable, and secure commercial undersea cable systems around the world by providing technical assistance to key decision-makers in emerging economies.

The plan includes an indicator table that outlines project objectives, activities, output and outcome indicators, data sources, baselines, and annual targets. It also describes performance monitoring and evaluation procedures, including roles and responsibilities for data collection, data quality assurance, and any planned third-party evaluations. The grant solicitation indicates this is a cooperative agreement opportunity open to 501(c)(3) nonprofits and for-profit organizations, with funding activities focused on science, technology, and research and development.

Part 2: Indicator Table

To help think through what is necessary to adequately monitor the project and account for results, complete the table below. For each indicator, provide its name/title, the project objectives and activities that the indicator relates to, whether it measures an output (direct, tangible results from executing an activity) or an outcome (what we achieve from completing the outputs in terms of changes to laws, behaviors, norms, etc.), the data source (how data will be collected), baseline values if known (where we are starting), and any target values per year or quarter or the PoP of the project if know (the desired value for the output or outcome).

To complete the below table, consult the DCCP Indicator List and the Indicator Selection Guidance to select appropriate DCCP indicators. Project-specific indicators not identified in the DCCP Indicator List will also likely be needed. All indicators should be included below and reported on in every quarterly report, even if some indicators have “0” results for several quarters.

Note: The award recipient will work with the State Department to finalize indicators, including some that will be required by the Department.
