About this file
This document is a Project Performance Management Plan for a federal grant opportunity. The plan outlines the context of the project, including the applicant/recipient name, the funding opportunity title, and the federal assistance listing number. It also specifies the strategic goals and objectives supported by the project, as well as the relevant DCCP pillars.
The plan includes an indicator table that lists the project's key performance indicators, including their title, the related project objectives and activities, whether they measure outputs or outcomes, the data sources, baseline values, and annual targets. The document also describes the performance monitoring and evaluation procedures, including roles and responsibilities for data collection, data quality assurance, and plans for any independent third-party evaluations.
The related federal grant opportunity is the ProCON Global program, which aims to promote open, interoperable, reliable, and secure commercial undersea cable systems around the world. The program is funded through the Department of State's Cyberspace and Digital Policy grant program (CFDA 19.665) and is open to 501(c)(3) nonprofits and for-profit organizations.

Part 2: Indicator Table To help think through what is necessary to adequately monitor the project and account for results, complete the table below. For each indicator, provide its name/title, the project objectives and activities that the indicator relates to, whether it measures an output (direct, tangible results from executing an activity) or an outcome (what we achieve from completing the outputs in terms of changes to laws, behaviors, norms, etc.), the data source (how data will be collected), baseline values if known (where we are starting), and any target values per year or quarter or the PoP of the project if know (the desired value for the output or outcome).
To complete the below table, consult the DCCP Indicator List and the Indicator Selection Guidance to select appropriate DCCP indicators. Project-specific indicators not identified in the DCCP Indicator List will also likely be needed. All indicators should be included below and reported on in every quarterly report, even if some indicators have “0” results for several quarters.
Note: The award recipient will work with the State Department to finalize indicators, including some that will be required by the Department.
