About this file

This document is a Justification for Other than Full and Open Competition for a Defense Logistics Agency (DLA) Troop Support Subsistence Supply Chain contract. The proposed action is an indefinite-delivery, indefinite-quantity (IDIQ) bridge contract with EFS for full foodservice prime vendor food and beverage items in the Western Africa Area of Responsibility (AOR), effective September 16, 2025 through October 10, 2026. The estimated contract value is $1,800,000.00, with a guaranteed minimum of $180,000.00 and a maximum of $5,400,000.00.

The bridge contract is necessary to allow time to re-work acquisition planning documents, evaluate offers, and complete the mandatory review process for a follow-on contract. EFS is currently the only food supplier in the Western Africa AOR with fully implemented STORES electronic catalogs tailored to DLA customers. The contract will ensure uninterrupted food service for military customers during the transition period, with the implementation of the STORES electronic catalog requiring a 180-day ramp-up period. The DLA intends to incorporate the requirements of the current Western Africa zone and add the Southern Europe zone for future competitive follow-on acquisition, with the anticipated award date for the new contract being April 10, 2026.
