☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand names from the equipment list below for the Ames Building N232 A/V upgrade.
The estimated period of performance or lead-time for delivery is 30-60 Days After Award.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The N232 upgrade is engineered as a single, cohesive AV, audio, and AVoIP system. Each component was selected to interoperate with existing ARC infrastructure (control processors, audio network, NDI/AVoIP video transport, power distribution, rack layouts, DSP presets, acoustic coverage, and network profiles). Substituting any item would require re‑engineering, re‑validation, and re‑programming, which is neither cost‑effective nor in the Government’s interest.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Compatibility & technical risk: Audio network: Clocking/PTP stability, channel mapping, and encryption conformance; control processor and DSP reprogramming required. (ULX‑D specific Dante/crypto features). AVoIP / NDI: Breakage of NDI transport profiles, multicast QoS, VLAN/IGMP settings;
switch and endpoint tuning would need to be rebuilt. (M4250 AV profile templates for NDI/Dante).
Acoustics & amplification: Re‑derivation of coverage plots, amplifier load, transformer selection, and DSP equalization; new commissioning and measurement cycles. Cost & schedule impact (estimates):Engineering redesign & programming: Additional AV engineering labor, acoustic design services, DSP/control programming, and test/commissioning cycles. Conservative estimate $50,000– $200,000 plus 6–12 months schedule risk for review, integration, testing, and re‑validation.Procurement risks: Increased risk of performance shortfalls and warranty gaps when mixing unfamiliar vendors.
