Technical Support Services Contract (TSSC) V Market Survey

Introduction and Purpose

This market survey announcement is issued in accordance with the Federal Aviation

Administration (FAA) Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market

Analysis. The purpose of this Market Survey/Request for Information (RFI) is to:

• Solicit capabilities from interested and capable vendors.

Submittal Requirements for Market Survey

The FAA seeks specific information from interested vendors as to their ability to meet the requirements of the draft SOW. In this regard, each interested vendor shall submit a Capabilities

Statement that provides the following information:

1. Experience as a prime contractor providing services similar in nature to the services described in the draft SOW (a) with completed and billed services (i) totaling at least

$90,000,000 annually over the four (4) years immediately preceding March 20, 2020, and (ii) including labor hours of your company’s personnel of more than 700,000 annually over the four

(4) years immediately preceding March 20, 2020, and (b) in at least 400 projects that are geographically dispersed throughout the United States and its Territories. Information submitted should include a list of qualifying contracts that includes customer name, description of services, contract amount, service locations, contract date and term, and customer contact information.

2. Description of your company's specific experience as a prime contractor in each of the areas listed below and as described in C.3 of the draft SOW. Include how your company will address activities that it would self-perform, its implementation of the Service Contract Act

(when applicable), and its implementation of operational risk management for projects.

C.3.1.4 Equipment Installation, Removal, and Test

C.3.1.5 Drafting for FAA Designs

C.3.1.7 Contract Surveillance and Oversight

Information submitted should include a list of not more than five (5) qualifying contracts that includes customer name, description of services, contract amount, service locations, contract date and term, and customer contact information. Such information should include a discussion of the extent to which your company’s experience in such areas is similar to such areas as they are described in the draft SOW.

3. Your company’s current office locations within the United States, including all offices of any type (management, engineering, design, field, site, construction, etc.).

4. Brief description of your management organization used to implement the experience you describe in your Capabilities Statement.

Capabilities Statements must not exceed five (5) 8 ½” x 11” pages (11 point, Times New Roman font, 1 inch margins) in length, but may be accompanied by a Letter of Transmittal not to exceed one (1) 8 ½” x 11” page in length.

Responses must be submitted via electronic mail (e-mail) to the Contracting Officer, Kelly

Chappelle at kelly.chappelle@faa.gov no later than 2:00PM EST on May 1, 2020. Files must be compatible with either Microsoft Word format or Adobe Acrobat PDF. If you chose to submit via Adobe Acrobat PDF format, please ensure the document retains the ability to copy and paste into a MS Word Document (i.e., do not submit picture files). Any proprietary information submitted must be properly labeled and identified.

The electronic submission must include an email that includes the following:

a) Name of vendor submitting the email and the firm’s mailing address;

b) A point of contact (POC), telephone number, and email address of the person to be contacted regarding any correspondence between the FAA and the vendor. The POC must be capable of addressing questions or issues associated with the submission and content of the market survey response;

c) Total number of electronic files being submitted, if more than one electronic file is being attached;

d) Electronic files larger than 10 MB must be broken down into multiple files with no one exceeding 10MB. Each electronic file must be numbered (e.g. File 1 of 4, File 2 of 4, etc.)

Disclaimers

a) This is not a Screening Information Request (SIR) or Request for Offer (RFO) of any kind.

b) The FAA is not seeking or accepting unsolicited proposals.

c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; therefore any costs associated with the market survey submittal are solely at the interested vendor’s expense.

d) The attached documents are in draft form but are a good faith approximation of the

FAA requirements.

e) Any proprietary information submitted must be adequately marked as proprietary and will be protected accordingly.

Correspondence

The FAA welcomes any general comments regarding the content of the Market Survey/RFI.

Questions or comments must be submitted in writing prior to the closing date and directed to email kelly.chappelle@faa.gov. No telephone inquiries will be accepted.
