SUBCONTRACTING
Most, but not all, construction subcontracts awarded under this Contract will be subject to the Davis- Bacon Act. A small portion of the work will be subject to the Service Contract Act because it is not directly associated with new construction. Examples of this situation include (1) demolition standing alone (i.e., at a site where further construction is not contemplated), and (2) clean-up work performed after the construction contractor has finished and left the site and the work has been accepted.
Whenever and wherever the terms “Davis-Bacon Act subcontracts”, “Davis-Bacon Act subcontracting”, Davis-Bacon Act and “work subject to the Davis-Bacon Act” are used throughout the T5, they shall include subcontracts for work which will be performed under the Service Contract Act if that work also includes effort subject to the Davis-Bacon Act.
Construction and Other Subcontracts Subject to the Davis-Bacon Act Except as provided below, the Contractor must accomplish all construction and other work subject to the Davis-Bacon Act utilizing competitively awarded firm-fixed-price subcontract vehicles, except that subcontracts may be awarded on a single source basis when it is determined to be in the best interest of the FAA and the rational basis for this determination is documented and approved by the FAA Contracting Officer. All contract terms, conditions, and clauses applicable to Davis Bacon subcontracts will be applicable to any Davis Bacon work performed by the Contractor with its own employees.
KEY PERSONNEL
The personnel specified will be considered essential to the work being performed under this contract.
Prior to removing, replacing, or diverting (for more than three days) any of the specified individuals, the Contractor must notify the CO at least 10 days in advance and must submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on this Contract. Key personnel may, with the consent of the contracting parties, be amended from time-to-time during the course of the contract to either add or delete personnel as appropriate.
Key personnel designated within this clause are to be full-time employees under this contract. For the purpose of identification of full-time key personnel, the definition of full-time is personnel assigned to and working on T5 for 35 hours or more each week.
SECURITY OF FEDERAL AUTOMATED INFORMATION SYSTEMS
Contractors engaged in the requirements, design, development, operation and maintenance of computer, network, or telecommunications systems operated by or on behalf of the FAA must comply with the security requirements outlined in OMB Circular A-130 Appendix III, Security of Federal Automated Information Resources, DOT H 1350.2a Departmental Information Resources Management Manual (DIRMM), and FAA security orders including: FAA Personnel Security Order 1600.1, FAA Information Systems Security Program (ISSP) Order 1370.82, and ATO Use of Non-FAA Workstations Order JO 1370.97.

INSTALLATION DRAWINGS
Final installation drawings must be submitted as D-size and prepared in accordance with FAA Order 6000.55C or its current version.
In order to maintain compatibility with FAA’s current technical graphics standard format, all drawings must be computer generated and use Autocad, as specified in the Contract work release. All costs to translate any non-compliant Contractor drawings to the prescribed Autocad format will be incurred solely by the Contractor and will be an unallowable charge under this Contract.
The contractor must establish a connection to the FAA's ProjectWise System within the FAA's firewall for use in the development of the engineering drawings. The government will provide access to the ProjectWise and Autocad suite to the contractor upon certification of need and upon clearance of individuals in accordance with FAA Order 1600.73 or its current version.
The Contractor must protect all engineering drawings and data in accordance with FAA Order 1600.75 or its current version.
At the Government's option, the Contractor must deliver building information models meeting TriServices GIS/CAD requirements and COBie standards as tailored by the Government.
FACILITY SECURITY REQUIREMENTS
The Contractor must provide such physical security at facilities where contract services are to be performed as is necessary to prevent unauthorized intrusions and loss of, or damage to, Government property, and, if so notified in writing by the Contracting Officer, the Contractor must promptly correct any aspects of physical security not in compliance with this Contract.
