About this file

This document is a Limited Source Justification for the Railroad Retirement Board (RRB) Office of the Inspector General (OIG) to contract with T47 International for support, modification, and hosting of the OIG's case management system, OmniAIPI. The OIG seeks a one-year subscription for these services, valued at not to exceed $199,984.13.

T47 International is the exclusive reseller and sole provider capable of supporting and modifying the OmniAIPI system, which the OIG has used for over 10 years as its investigative case management system. Migration to a new system would be costly and risky due to the highly customized nature of case management systems and the need to migrate over 10 years of data, some of which includes sensitive personally identifiable information. The contracting officer will perform a price analysis to ensure the cost is fair and reasonable, and the OIG will continue to research government standards and similar products to potentially remove barriers to competition for future acquisitions.

T47 International for Support, Modification, and Hosting of the OIG’s Case Management System

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

RAILROAD RETIREMENT BOARD

Office of the Inspector General

Limited Source Justification for T47 International in the hosting, support, and modification of the OIGs Case Management System.

This Limited Source Justification is provided as required by FAR 8.405.6(a)

(1) IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

Railroad Retirement Board (RRB), Office of the Inspector General (OIG)

(2) NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

The OIG seeks to contract services to support, perform modifications, and to host the OmniAIPI electronic case management system of the OIG. The OIG seeks to enter a contractual relationship with T47 International (T47) because they are the exclusive reseller who is licensed and capable of performing the required support or modifications of that software.

(3) A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY'S NEEDS (INCLUDING THE ESTIMATED VALUE OF ACTION).

The OIG intends to procure a one-year subscription for the support, modification, and hosting of the OIG’s Case Management System (OmniAIPI). Also included will be training, documentation, and updates for as long as the subscription is maintained. This system is what the OIG uses to track, identify, and manage all Investigations for completing the objectives as stated in the Inspector General Act of 1978, as amended.

The value of this procurement is not to exceed $199,984.13 for the duration of the year.

(4) A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE

OF THE AUTHORITY CITED.

As has been previously stated, T47 is the sole reseller of support, modification, and hosting of the OmniAIPI Case Management System which is the OIG’s sole source of records in the OIG’s investigative case management system. The OIG uses this software to maintain records and issue reports required by law. Specialized software systems are not interchangeable because each vendor has their own proprietary system. This software includes OIG records for over ten years and migration of this data to another software is expected to be costly. A migration could risk loss of data and include an element of risk because the software stores sensitive information to include personally identifiable information. The OIG is required to maintain its investigative records for ten years and migration of over ten years of data to another system would result in significant increase in the total cost to the Government that is not expected to be recovered through the potential savings of this competitive acquisition of the services. By obtaining services already being used at the OIG, the cost of selection, configuration and compatibility of a new system can be avoided which saves the OIG time and money. The vendor advises that they are the sole provider of this software and they do not have a third party vendor. The OIG has used this software for over ten years. The OIG has been working with T47 for well over a year in instituting the changes as necessary to migrate data, perform updates, and make code changes to assist in the OIG’s objective.

(5) A DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE.

The contracting officer will perform a price analysis to ensure the cost to the Government will be fair and reasonable.

(6) A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS

NOT CONDUCTED.

The OIG solely uses this software for its electronic investigative case management system that serves as a repository to maintain records for the required timeframe. This software also includes reporting features to assist the OIG comply with reporting requirements. Market research was not conducted for the following reasons. The OIG has used this software for over ten years and, because of record retention requirements, any change in software would require migration of over ten years of data. Such migration would involve substantial cost, risk loss of data and include an element of risk because the system includes sensitive data, including personally identifiable information.

(7) ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION.

Due to the highly customized nature of Case Management Systems, there wouldn’t be a clean migration to a new system that wouldn’t require significant training, personnel input and testing, and significant modifications. Migration to a new system is expected to incur a substantial cost and, given the small amount of both information technology employees and users of this system, may significantly impact the ability of the OIG to perform its required duties as required by law.

(8) A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED IN WRITING, AN INTEREST

IN THE ACQUISITION.

None.

(9) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES

REQUIRED.

OIG will continue to research government standards and similar products. As different capabilities are developed and/or mission requirements change, OIG will reevaluate its choice of this product to meet its investigative case management needs.
