About this file
This document is Bid Amendment #1 for Bid Solicitation #25DPP01148 T3143, issued by the New Jersey Department of the Treasury's Division of Purchase and Property, covering maintenance of aircraft, parts, and services for the New Jersey State Police Aviation Bureau and the New Jersey Department of Environmental Protection Forest Fire Service. The amendment, dated April 25, 2025, provides answers to bidder questions and includes a revised State Supplied Price Sheet, with quote submissions due on May 14, 2025, at 2:00 p.m. Eastern Time. The solicitation seeks FAA repair station certified contractors capable of providing maintenance for a fleet of 18 aircraft, including Bell, Cessna, Piper, and Agusta models, with a focus on comprehensive maintenance services such as airframe and engine inspections, avionics repair, and emergency service response.
The bid encompasses 144 price lines grouped into four aircraft groups, with the state planning to award one or more contracts per group and ranking contractors as primary and secondary providers. The procurement encourages participation from small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses, requiring vendors to be registered on NJSTART. A maximum 10% markup on parts is permitted, with contractors mandated to provide manufacturer-approved components and maintain detailed service records. The solicitation covers aircraft at multiple New Jersey facilities, including statewide locations, Coyle Field in Chatsworth, and Aeroflex Airport in Andover, with a potential three-year contract term and possible extensions. Bidders must complete extensive documentation, including Ownership Disclosure and Investigations Forms, with the state emphasizing transparency, compliance, and technical expertise as key selection criteria.
