About this file
This is Bid Amendment #5 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, for Bid Solicitation #25DPP01058 regarding Residential Re-entry Programming and Services for the New Jersey State Parole Board (NJSPB). The procurement solicits services for three residential re-entry programs: STEPS, RESTORE, and PATH, which serve adult offenders transitioning back into the community. The amendment provides clarifications and modifications to the original bid solicitation through answers to 23 bidder questions, updates to multiple bid solicitation sections including program-specific requirements, staffing provisions, facility requirements, and definitions, and references a revised bid solicitation document and revised forms packet. The quote submission deadline is November 6, 2025, at 2:00 p.m. Eastern Time. An optional pre-quote conference was held on August 14, 2025, with The Kintock Group of NJ confirmed in attendance. No mandatory site visits are required as part of the quote process.
The bid solicitation uses a firm fixed pricing model with per diem rates per supervised offender that may vary across four contract years. Bidders must specify the number of available beds and provide firm-fixed per diem rates for each contract year, with all pricing to be all-inclusive of direct and indirect costs. Payment will be processed via automatic deposit through the New Jersey EFT payment system with payment due within 60 days of receipt of a properly executed State Payment Voucher or within 60 days of receipt and acceptance of services, whichever is later. Key amendments include revised housing and program separation requirements, clarifications on staffing roles including a new Transportation Supervision Specialist position, facility security specifications, and the addition of data collection and reporting requirements. The amendment emphasizes that bidders are solely responsible for understanding all amendments and modifications to the solicitation.

Quote Submission
Should I check that I have properly completed and attached all of the required documents with my submitted Quote?
Yes. Prior to the Quote Opening Deadline, a Bidder should review the documents comprising the submitted Quote to ensure that all of the required documents have been completed and attached. Oftentimes a Quote is deemed non-responsive because a Bidder fails to attach a required form or attaches a blank form. To review a submitted a Quote, a Bidder should log into NJSTART and review each document attached to the Quote submission. Instructions on how to review a submitted Quote can be found in the Quick Reference Guide entitled How to Review a Submitted Quote, which is available on the NJSTART Vendor Support Page under Vendor Reference Guides.
3
Quote Submission
Please confirm a Bidder may deliver a hardcopy quote instead of submitting a response electronically.
Please be advised that all Quotes shall be submitted electronically through NJSTART.
4
Exceptions
Will the State allow Bidders to take exception to any of the Standard Terms and Conditions?
As stated in Bid Solicitation Section 2.2, Exceptions to the State of NJ Standard Terms and Conditions (SSTC): “Questions regarding the State of New Jersey Standard Terms and Conditions and exceptions to mandatory requirements MUST be posed during the Electronic Question and Answer period and shall contain the Bidder’s suggested changes and the reason(s) for the suggested change(s).” Moreover, as stated in Bid Solicitation Section 3.11, Bidder proposed terms or conditions that conflict with those contained in the State of New Jersey Standard Terms and Conditions may render a Quote non-responsive.
5
Section 2.4, Mandatory/Optional Site Visit
Are there any site visits required or encouraged as part of the quote process?
No. This procurement does not include any site visits as a pre-quote requirement.
6
Section 3.18, Contract Schedule
Are Bidders required to provide a Contract Schedule as outlined in Bid Solicitation Section 3.18 with their Quote?
The Contract Schedule is not a mandatory requirement, but is recommended to be included with the Quote.
If key dates are a part of this Bid Solicitation, the Bidder’s schedule should incorporate such key dates and should identify the completion date for each task and sub-task required by the Scope of Work. Such schedule should also identify the associated deliverable item(s) to be submitted as evidence of completion of each task and/or subtask.
The Bidder should identify the Contract scheduling and control methodology to be used and should provide the rationale for choosing such methodology.
7
Section 3.27, State Supplied Price Sheet
Is the bidder permitted to increase the firm fixed pricing in years two, three and four?
Yes, the Bidder has the ability to vary its Price Line pricing for each of the four Contract Years (1-4) found on the State-Supplied Price Sheet.
In order to be eligible for award of a respective Price Line, the Bidder must provide the Number of Available Beds (Column C), and must provide a Firm-Fixed Per Diem Rate Per Each Supervised Offender for Contract Year 1, Contract Year 2, Contract Year 3, and Contract Year 4.
A Firm Fixed Price is defined as a price that is all-inclusive of direct cost and indirect costs, including, but not limited to, direct labor costs, overhead, fee or profit, clerical support, equipment, materials, supplies, managerial (administrative) support, all documents, reports, forms, travel, reproduction and any other costs.
8
Section 4.2.1.1, STEPS Program Requirements
DO STEPS offenders have to be kept separate from other NJSPB offenders ( i.e., those assigned to RESTORE or PATH)?
STEPS and RESTORE Offenders may be housed together. However, PATH participants must remain separate from both STEPS and RESTORE Offenders by sight and sound. Further information regarding Program housing restrictions can be found in revised Bid Solicitation Section 4.2 Program Specific Requirements.
9
Section 4.2.2.2, Restore Program Requirements
Does the requirement that RESTORE Program Offenders be housed separately from other Inmate populations require them to be separated from STEPS and PATH Offenders? If so, are there any specifications regarding what constitutes being housed separately? Can they be within the same facility? If so, what kind of separation is required; for example, does there have to be a barrier that prevents RESTORE Program Offenders from entering areas housing other Offenders, and vice versa? Are separate floors adequate? Does this also mean that RESTORE Program Offenders must be separated from non-Inmate populations such as homeless individuals not currently serving a sentence, on probation, on parole, etc?
RESTORE participants must be separated from PATH and from any population with free access to enter or leave the property, such as non-inmate populations. STEPS and RESTORE Offenders may be housed within the same facility but shall remain differentiated—for example, in separate dorms or designated bedroom groupings. A barrier or separation by floor would be acceptable, provided it prevents unrestricted mingling. Program housing restrictions are outlined in the revised Bid Solicitation Section 4.2 Program Specific Requirements.
10
Section 4.2.2.2, Restore Program Requirements
The RFP states that the RESTORE program offenders must be housed separately form other inmates. Does this mean that RESTORE inmates can not live with inmates in the STEPS or PATH programs?
RESTORE participants must not be housed with PATH participants. STEPS and RESTORE Offenders may be housed within the same Facility but shall remain differentiated—for example, in separate dorms or designated bedroom groupings. A barrier or separation by floor would be acceptable, provided it fully restricts any mingling between the STEPS and RESTORE populations. Program housing restrictions are outlined in the revised Bid Solicitation Section 4.2 Program Specific Requirements.
11
Section 4.2.2.3.1.1, Additional Program Components for RESTORE Program
Can the contractor utilize the Wide Range Achievement Test (WRAT5) instead of the TABE?
Yes. The WRAT5 may be used in place of the TABE, provided it is an evidence-based, validated assessment tool. Please refer to the revised Bid Solicitation Section 4.2.2.3.1.1, Additional Program Components for RESTORE Program – Phase I for more information.
12
Section 4.2.4.1, PATH Program Requirements
Is the reference to the availability of Transitional Housing beds separate from beds being offered to clients enrolled in the PATH program? Do PATH offenders have to be kept separate from other NJSPB offenders (i.e. STEPS or RESTORE)?
The available Transitional Housing (PATH) beds are the sole transitional housing beds referenced.
Please see answer to Question #9.
13
Section 4.2.4.1, Path Program Requirements
Is the LSIR necessary to use as an assessment in the Path program?
The LSIR must be completed for PATH Program participants at discharge and only if the individual is not also enrolled in a CRC, since CRCs conduct their own LSIR assessments. Any individuals discharged from the PATH Program who are NOT referred or enrolled at a CRC must receive the LSIR. Please refer to the Revised Bid Solicitation Section 4.2.4.1, Path Program Requirements.
14
Section 4.4.16, Transportation Services
Is there an expectation that staff will remain with the Offender during these offsite services, or is the Contractor only expected to drop off and pick up the offender?
Per the Revised Bid Solicitation Section 4.4.16, if an Offender requires supervision while offsite, the Contractor shall provide coverage to ensure no lapse in supervision. The Contractor must also ensure that an assigned staff member remains with the Offender at all times during trips, in accordance with the requirements outlined in added Revised Bid Soliciation Section 4.12.7.7, Transportation Supervision Specialist.
15
Section 4.6.5, Offender Logbook
If the Contractor has an automated system (i.e. SecurManage) that is utilized for documenting sign in/out time, signing offenders in and out of the facility and meets all other requirements within the Offender Logbook section, is a physical logbook still required?
In accordance with the Revised Bid Solicitation Section 4.6.5, a paper logbook is required as it provides a reliable backup in case of power outages or system failures, creates a tamper-evident record that’s often seen as more credible in legal or disciplinary reviews, and is immediately accessible without technical barriers.
An electronic system is acceptable to be used in addition to a paper logbook, provided it meets all requirements and can generate printouts upon request from SPB staff.
16
Section 4.8, Housing Facility Requirements
Are there any specifications regarding what constitutes a "separate housing area" within a facility for male and female Offenders? For example, does there have to be a barrier that prevents males from entering the female area, and vice versa? Are separate floors adequate?
Yes. In accordance with the Revised Bid Solicitation Section 4.8, a physical barrier must exist to separate male and female populations. Separate floors are acceptable as long as access is controlled and restricted.
17
Section 4.8.9, Office Space
Is it acceptable for the weapon lock box to be placed in a private area in close proximity to the front entrance rather than in the parole office?
Yes. In accordance with the Revised Bid Solicitation Section 4.8.9, the lock box may be placed near the front entrance, provided Division of Parole staff have full, unrestricted access to it at all times.
18
Section 4.11.3, Non-Secure Facilities
For non-secured facilities, there is a requirement that there be patrolled access and exit points. Are you referring to the building's access and exit points or to the land's access and exit points?
The requirement refers to building access points. In accordance with the Revised Bid Solicitation Section 4.11.3, security cameras shall be placed at building entry and exit points. Staff conducting routine rounds shall examine these areas for damage or contraband.
19
Section 4.11.6, Facility Searches
The bid solicitation states “Searches of all visitors, Contractor staff, and Offenders entering the Facility, which shall, at a minimum, include: 1. A pat-frisk;” Can pat-frisk searches be limited to offenders?
Yes. In accordance with the Revised Bid Solicitation Section 4.11.6, all individuals entering the Facility shall be screened by a metal detector, but pat-frisk searches shall be limited to Offenders.
20
Section 4.12.5, Staffing
Please clarify if each program must have a separate Program Director if all of the programs (STEPS, RESTORE, PATH) are housed in the same building.
In accordance with the Revised Bid Solicitation Section 4.12.5, Programs may be overseen by a single Director in one (1) building.
21
Section 4.12.9, Additional Staffing Information
What are the shift requirements for bi-lingual staff (i.e, 8hr, 12hr, 24hr )?
In accordance with the Revised Bid Solicitation Section 4.12.9, bilingual staff shall be available on-site for 8-hour shifts at a minimum, with phone access available 24 hours per day. To ensure full coverage, 12-hour shifts may be used to cover the entire 24-hour period. If 12-hour coverage is not feasible, 8-hour shifts supplemented by an on-call bilingual staff member are acceptable.
22
Section 5.10, Electronic Payments
How will electronic payments be processed under this contract? And what are the turnaround times?
The awarded Contractor(s) will receive payments via automatic deposit from the State of New Jersey through the EFT payment system in NJSTART.
As stated in Section 6.5, New Jersey Prompt Payment Act of the SSTC, “The New Jersey Prompt Payment Act, N.J.S.A. 52:32-32 et seq., requires state agencies to pay for goods and services within 60 days of the agency's receipt of a properly executed State Payment Voucher or within 60 days of receipt and acceptance of goods and services, whichever is later. Properly executed performance security, when required, must be received by the State prior to processing any payments for goods and services accepted by state agencies. Interest will be paid on delinquent accounts at a rate established by the State Treasurer. Interest shall not be paid until it exceeds $5.00 per properly executed invoice. Cash discounts and other payment terms included as part of the original agreement are not affected by the Prompt Payment Act.”
23
Section 9.3, Contract Specific Definitions
Does the definition of Inmate (ie, "an adult inmate shall mean any person sentenced as an adult to a term of incarceration") include people who are "still reporting," people who are on parole, people who were formerly incarcerated but are on probation, or those who were formerly incarcerated and have served their sentences completely? Or is an Inmate only someone who is currently serving a sentence in confinement?
An “Inmate” refers only to individuals who remain in the custody, control, supervision, or authority of the NJ Department of Corrections, the Federal Bureau of Prisons, or a NJ County Department of Corrections. Please refer to the revised Bid Solicitation Section 9.3 Contract Specific Definitions.
