About this file

This is a presentation file from an optional pre-quote conference for T2881, a water damage restoration services statewide contract opportunity issued by the State of New Jersey. The conference addressed procedural questions regarding bid solicitation and quote submission requirements for the statewide procurement (26DPP01192). Questions and answers regarding the scope of work must be submitted electronically through the Q&A tab in NJSTART by 2:00 p.m. on December 23, 2025, with quotes due by 2:00 p.m. on February 5, 2026. The conference was recorded and attendees were required to register in NJSTART with current contact information. The bid solicitation covers nine sections including introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to standard terms and conditions, quote evaluation and award criteria, and a glossary, with the State of New Jersey Standard Terms and Conditions included as an attachment.

The conference emphasized critical submission requirements and common pitfalls that could render quotes non-responsive. All price lines on the State-supplied price sheet must be completed without blank lines, formatting changes, or additional language, assumptions, or fees. Quotes must be submitted exclusively through NJSTART and cannot be emailed, faxed, or hand-delivered. Vendors must address all mandatory requirements designated as "shall" in the solicitation, and failure to do so may result in non-responsive status. The procurement includes set-aside opportunities for small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Vendors were advised to review all bid amendments posted in NJSTART and to avoid including reservations of rights, validity limitations, or conditional language that could trigger non-responsive determinations.
