About this file
This is a Bid Amendment document issued by the New Jersey Department of the Treasury, Division of Pensions and Benefits for the T2679 Pharmacy Benefits Management (PBM) services solicitation. The amendment addresses responses to bidder questions and updates the quote submission deadline to February 19, 2026. The procurement seeks a comprehensive Pharmacy Benefits Manager to administer prescription drug benefits for approximately 800,000 active employees, retirees, and dependents across the State Health Benefits Program (SHBP) and School Employees' Health Benefits Program (SEHBP), covering commercial, early retiree, and Medicare-eligible plan types. Required services include integrated retail, mail order, and specialty drug management with advanced technological capabilities, encompassing network access, clinical programs, member services, and claims management. The contract includes a base term of four years with potential extensions up to two additional years. The original electronic question period closed on November 13, 2025, with an optional pre-quote conference held on October 29, 2025.
The procurement utilizes a reverse auction pricing model and requires vendors to provide 100% pass-through of direct and indirect remuneration and rebates, with guaranteed pricing for ingredient costs, dispensing fees, and specialty drug pricing. Vendors must submit comprehensive documentation through NJSTART, including ownership disclosures, investment activity reports, and compliance certifications addressing anti-discrimination policies, cybersecurity protocols, and geopolitical activity restrictions. The state encourages participation from small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Vendors are required to complete an extensive Third-Party Information Security Questionnaire and adhere to strict confidentiality agreements. While specific budget amounts are not disclosed, the contract value is expected to be significant given the large participant population and comprehensive service requirements.

The section does not request personal references. Note that this section is labeled as a ‘should’ and is not required to be submitted with the Bidder’s Quote.
