About this file

This is Bid Amendment #1 to a competitive bid solicitation issued by the New Jersey Department of the Treasury, Division of Purchase and Property, for Pharmacy Benefits Management services (Solicitation #25DPP01133, T2679). The amendment, dated October 31, 2025, addresses modifications to the bidding process for comprehensive pharmacy benefits management services covering the State Health Benefits Program (SHBP) and School Employees' Health Benefits Program (SEHBP), serving approximately 800,000 active employees, retirees, and dependents. The primary change involves replacing the Word version of Attachment 4 (Confidentiality/Non-Disclosure Agreement) with a PDF version, with no substantive edits to the agreement itself. Bidders who previously submitted red-lined or revised versions of Attachment 4 must resubmit their requests according to Section 2.6 (Pre-Quote Document Review) of the Revised Bid Solicitation. The electronic question period closes November 13, 2025, with quote submissions due December 17, 2025, at 2:00 p.m. Eastern Time. The contract includes a base term of four years with potential extensions up to two additional years.

The amendment directs all interested bidders to reference the Revised Bid Solicitation for complete information regarding additions, deletions, clarifications, and modifications to the original solicitation and New Jersey Standard Terms and Conditions. Bidders who previously submitted Attachment 4 and had it accepted and executed by the State without revision are not required to resubmit. All other instructions, terms, and conditions of the original Bid Solicitation remain unchanged. The solicitation emphasizes comprehensive documentation requirements, 100% pass-through of direct and indirect remuneration and rebates, and adherence to strict confidentiality agreements, reflecting the state's rigorous vendor selection process for this significant pharmacy benefits management partnership.
