About this file
This document is an optional pre-quote presentation for New Jersey's procurement of Maintenance and Operations (M&O) Support Services for the Document Imaging Management System (DIMS), solicitation number 26DPP01244. The presentation outlines the procedural requirements and submission guidelines for interested vendors. Questions regarding the bid solicitation and quote submission procedures are due by 2:00 p.m. on January 9, 2026, with formal quotes due by 2:00 p.m. on March 6, 2026. The bid solicitation is structured across nine sections covering introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to New Jersey Standard Terms and Conditions (SSTC), quote evaluation and award criteria, and a glossary, with the State of New Jersey Standard Terms and Conditions provided as an attachment. The optional pre-quote conference addressed in this presentation provides an opportunity for potential vendors to clarify procedural matters only, with substantive questions regarding the scope of work to be submitted through the electronic Q&A tab in NJSTART. The conference also serves as a networking opportunity for vendors to identify potential partners and connect with small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses.
The State emphasizes strict compliance with all quote submission requirements, particularly completion of the State-Supplied Price Sheet with no blank lines, formatting changes, or additional language or assumptions. Vendors must ensure all mandatory requirements designated as "shall" are addressed and must submit quotes exclusively through NJSTART, not by email, fax, or hand delivery. Failure to complete required price lines, submit the correct version of the price sheet, or include mandatory forms and documentation may result in quotes being deemed non-responsive. The solicitation explicitly prohibits vendors from adding conditional language, reserving rights to modify terms, limiting quote validity periods, or imposing additional fees not specified in the solicitation. All updated documents posted to NJSTART must be reviewed to ensure compliance with any bid amendments.
