About this file
This document is a Bid Amendment for Bid Solicitation #24DPP00928 T2549 Subsurface Remedial Action Services NJDEP issued by the State of New Jersey Department of the Treasury - Division of Purchase and Property on behalf of the New Jersey Department of Environmental Protection, New Jersey Department of Transportation, and New Jersey Department of Military and Veterans Affairs. The solicitation is for a contract to provide labor, equipment, materials, and services to design, install, start-up, and dismantle treatment systems for remediating contamination in indoor air, groundwater, drinking water, and subsurface soil. Quotes are due by June 25, 2024 at 2:00 PM Eastern Time, and a pre-quote conference was previously held for interested vendors. The contract will be awarded to up to two contractors, with one serving as the Prime and one as the Alternate, for an unspecified term with potential renewal options.
The contract will be priced on a time and materials basis, with a 10% cap on the contractor's markup for non-scheduled items. The procurement includes a subcontracting set-aside for New Jersey Small Business Enterprises and Disabled Veterans' Businesses. This is a re-procurement of a previous contract, T2549 NJDEP Subsurface Remedial Action Services Term Contract, though the incumbent contractor is not specified. Pricing will need to account for a 1% Supplier Convenience Fee, which funds the State's procurement operations and systems.

B. Please refer to the answer in Part A.
C. No, the Supplier Convenience Fee cannot be separately itemized in any invoice to NERAS, which concerns a separate contract from the subject Bid Solicitation; however, the Contractor’s submitted pricing should take this fee into account.
