About this file
This is a Question and Answer document issued by the University of Wisconsin - Milwaukee ("UWM") in response to bidder inquiries regarding Request for Bid (RFB) T21-038 for Mobile 'Pay for Parking' Solutions, published on June 16, 2021. UWM seeks to expand mobile parking payment options across its campus, which currently operates 18 surface lots with approximately 1,300 ungated parking spaces, plus six gated garages equipped with Amano Pro + 6.0 PARCS systems. The mobile parking payment service is intended to supplement, not replace, existing payment infrastructure. UWM intends to award contracts to multiple responsible and responsive providers to promote diverse mobile payment options. The desired contract term is minimally three years with optional additional renewals. Parking enforcement occurs seven days per week, 24 hours daily, with approximately 51 percent of ungated spaces designated for permit parking and 49 percent for hourly parking. Current rates and lot locations are available on UWM's transportation services website.
Historical transaction data shows that during the 12-month period from March 2019 to February 2020, ParkMobile processed 126,813 mobile payment transactions totaling $402,864 in open lots, with additional transactions occurring in the gated garages. UWM anticipates approximately 47 signs and 32 stickers will be needed across all surface lots. All transaction fees, including merchant processing, gateway costs, and convenience fees, are to be charged to users and collected by the vendor; UWM expects to receive the full parking fee amount via ACH transfer from the vendor at minimum monthly intervals. The vendor must serve as Merchant of Record and is responsible for purchasing and maintaining signage and stickers, though UWM retains responsibility for post installation. No intent-to-bid form is required, and UWM does not dictate specific fee amounts, though lower fees are expected to encourage customer usage. Questions regarding FISMA certification requirements and PCI compliance standards will be addressed during contract negotiations.

13. Is it the intent of UWM for each vendor to have their own sign? If not, what is the process or possible artwork for all providers to be listed on one sign and/or sticker?
a. If an agreement is reached with a vendor(s), artwork specifications will be sent to each vendor to meet UWM’s guidelines.
14. Can UWM provide a current photo of a mobile app sign and/or sticker on one or two of the surface lots?

a. Stickers are placed on pay machines which are located strategically in the parking lots. Signs are posted at entrances and centrally in each lot. Map of each lot can be found on the website: https://webgis.uwm.edu/TransportationServices/
19. Can UMW provide the actual historical cost of the incumbents cost of Purchase, Installation and Fixed Costs from their current contract for signs and other expenses they incurred?
a. UWM does not know Park Mobile’s costs, but the # of signs and stickers needed is Approx. 47 signs and 32 stickers.

a. Park mobile only – See breakdown in Q 2
31. It is understood that the University intends to award the lowest responsive, responsible bidder(s). If the University does not choose one lowest bidder would the University then require each responsive, awarded bidder to charge the same, lowest, transaction fee?
a. UWM intends to award to multiple responsible, responsive providers to promote mobile paid parking options on campus.
b. See Q 7 & 8.
