About this file

This document is a Questions and Answers file issued by the Delaware Department of Transportation regarding the OPEN END - CTF PROJECTS, CENTRAL, FY 26 - 29 contract opportunity (Project Number T202703201). The contract encompasses road improvements in central Delaware (Kent County) for fiscal years 2026 through 2029, with work including clearing and grubbing, ditching, tree removal, bituminous pavement, fog seal, speed humps, drainage infrastructure, concrete curb and sidewalk work, and pavement markings. As an open-end contract, the specific number of project locations and quantities are unknown at the time of bidding, though projects are located primarily in subdivisions and public use areas as dictated by legislative requests. The contract requires completion of all work within 1,095 calendar days, with bids due September 1, 2026, at 2:00 p.m. local time and a Notice to Proceed anticipated for November 9, 2026.

The Q&A clarifications address critical bidding uncertainties, including confirmation that prevailing wage and flagger rates do not apply to this contract. Key technical questions are resolved, such as confirmation that coal slag blotting at intersections may be applied by hand as needed and that lump sum item 801500 will not be adjusted based on actual quantity variances from estimated breakout sheet amounts. Since this is an open-end contract with unknown project locations and depths, contractors are advised to use standard depths for similar historical projects when preparing bids. Bidders must submit breakout sheets with proposals, maintain a Delaware business license, provide drug testing affidavits for all employees and subcontractors, and furnish a surety bond or security deposit equal to at least 10 percent of the bid amount. All addenda and updates will be posted on bids.delaware.gov and bidx.com/de no later than two business days prior to the bid opening date.

Project Title: OPEN END - CTF PROJECTS, CENTRAL, FY 26 - 29

Q # Question Answer 6 Hello I'm working on a bid as a subcontractor for the Fog Seal portion on bid #T202703201. I'm a little confused on the coal slag, there is no specification in the bid for this besides the total pounds in quantity sheet. I do see in previous bid #T202306802 it was applied to the Rubber modified asphalt fog with a special spreader on truck, but nothing is mentioned in this bid. And this is just the CQS-1hp material in new bid. Is this just for blotting at intersection? could it just be applied by hand where/when needed?

The Coal Slag is for blotting at intersections when and where needed, and it can be applied by hand.

Wednesday, August 19, 2026 5 Are these projects happening in subdivisions or out on Route 13 on major highways?

The locations are dictated by requests from Legislators. While they are primarily in subdivisions, they could be in any public use area.

4 How may locations will there be?

This is an Open End Contract. The amount of locations is unknown at this time.

3 Item 801500 is a lump sum item; however, the Breakout Sheet includes estimated quantities for specific Typical Applications. If the actual quantities increase or decrease from those shown, will the lump sum price be adjusted?

No.

Q # Question Answer 2 How deep are the following item numbers:

601011 601012 602001 602002 602003 602005 602011 602031

This is an Open End Contract. There are no known locations at this time.

Therefore, verification of depths is unattainable. In the past, it is believed that contractors bidding in similar situations used a standard depth for each item in question.

1 General Description Section J states that prevailing wages apply and establishes minimum and maximum bid amounts for flagger items. However, Section K.10 and the General Notices state that prevailing wages do not apply to this contract. Please confirm that Section J, including the flagger minimum and maximum bid requirements, does not apply to this contract.

Flagger Rates do not apply to this contract. General Description J Flagger will be removed via an Addendum.
