Work must conform to DelDOT's Standard Specifications for Road and Bridge Construction (January 2026), the Revised Inspection Framework, and Delaware Manual of Uniform Traffic Control Devices standards. Utility coordination through Miss Utility of Delaware is required, and environmental compliance measures apply if wetlands are impacted. No retainage will be withheld unless the contractor's performance rating falls below 85 percent.
