About this file

The document is a Search Requirements Checklist for Bid Solicitation #25DPP01070 issued by the State of New Jersey's Department of the Treasury, Division of Purchase and Property. The solicitation seeks web-based investigative and locator data services for statewide agencies and cooperative purchasing participants, with the goal of securing up to two contracts for research, investigative, and locator data services. The contract term is three years with options to extend for two additional one-year periods, and critical dates include an Electronic Question and Answer period due by September 13, 2024, and a final quote submission deadline of March 19, 2025, at 2:00 p.m. Eastern Time. The comprehensive checklist details 34 specific search requirement services, ranging from address verification and court searches to social networking and professional license searches.

The procurement includes a small business subcontracting set-aside goal and is open to various business types, with particular attention to minority and women-owned businesses. Pricing will be structured through a tiered monthly flat-fee approach, with additional considerations for batch processing fees and transactional percentage discounts. Bidders must complete standard procurement forms such as Ownership Disclosure, Iran Investment Disclosure, and Subcontractor Utilization Plan. While no incumbent vendor is explicitly named, this appears to be a re-procurement of an existing data access services contract. Evaluation criteria will focus on technical capabilities, security practices, pricing structure, and compliance with a comprehensive Security Due Diligence Questionnaire. The nature of the solicitation suggests a significant contract value that would be attractive to specialized data service providers capable of delivering robust investigative and locator data services across multiple government agencies.
