Answers to Questions
Where applicable, each question references the appropriate Bid Solicitation section.
Note: This question has been paraphrased in the interest of readability and clarity.
Bid Solicitation
Section Reference Question (Bolded) and Answer
1.1 Purpose and Intent
Q. May a Vendor {Bidder} only bid on price lines 15 & 16 in Group 2 to be considered for an award or must all price lines in group 2 be bid on?
A. Please refer to Section 1.1, which states in pertinent part:
“The State intends to make one (1) Blanket P.O. award per group (Groups 1, Group 2, and Group 3), in accordance with Section 7.2 of this Bid Solicitation.
Vendors {Bidders} may bid on one Group, two Groups or all Groups.”
Additionally, Section 1.1 States:
“For Group 2 Vendors {Bidders} must bid on Price Lines (Price Line 8 - 21) within the Group in order for its Quote to be considered for an award for the Group. If a Vendor {Bidder} does not bid on all price lines within the Group, its Quote will be considered non-responsive for the Group.”
Specifications and/or drawings
Q. Will a design with components that may deviate from the specifications and/or drawings in form while still meeting or exceeding the intended function be considered acceptable?
If so what would be the method to document any such differences?
A. No, deviations/exceptions are not allowed.
Please refer to Bid Solicitation Section 3.4, which states, in pertinent part:
“The following written specifications and attached drawings (Attachment A - NJDOT Specific Snow Plow Drawings and Attachment B - NJTA Specific Snow Plow Drawings) identify the technical requirements necessary to produce a satisfactory Unit.”
Additionally, Bid Solicitations Sections 3.4.1 - 3.4.5 (NJDOT Specific Plows), Sections 3.4.8 – 3.4.12 (NJTA Specific Plows) and Section 3.4.22 (SJTA Specific Plow) states that the plows must be “built in accordance with the listed specifications and drawings”
Generic question for the NJTA:
Q. Is it o.k. to exceed the specification without noting on the bid or do all exceeding deviations need to be noted?
A. Please see response to Question 2.
Generic question for the NJTA:
On all 4 plows of the NJTA portion of the spec, it seems as though you want the same table & a-frame (with the exception of power angle vs manual angle) across all moldboard styles. That being said, the spec for
Section Reference Question (Bolded) and Answer the two manual angle plows (Sections 3.4.8.5 and 3.4.9.5 “Table”) call for 3-½ inch x 3-½ inch x ½ rolled angle and the two power angle plows Sections (3.4.10.5 and 3.4.11.5 “Table”) call for 4 inches x 4 inches x ½ inch rolled angle.
Q. Would it be o.k. to make them all of the same material 4 inches x 4 inches x ½ inch rolled angle?
A. Please see response to Question 2.
3.4.3.11 Hydraulic
The last bullet point in Section 3.4.3.11 references “hoses from the hydraulic cylinder”, but this is a worm gear driven plow. No cylinders are present in a worm gear driven plow.
Q. Please clarify.
A. The following language has been removed from Section 3.4.3.11:
• “Hydraulic hoses from the cylinder to the cushion valve and from the cushion valve back to the truck shall be 3/8 inch SAE 100R17 hose minimum and shall be of sufficient length for the application.”
Please see revisions to the Bid Solicitation titled “T1495 Revised Bid Solicitation 1.25.21.”
3.4.8.1 Moldboard
Bid Solicitation 3.4.8.1 states: "The radius shall be 20 inches and the last 12 inches shall have a minimum of 6 inch radius."
Typically a one way moldboard would have a smaller radius on the small end and a larger radius on the large end.
Q. Is it acceptable to use a radius that varies along the length of the moldboard or must the radius be fixed at 20" along the entire length?
A. Yes it is acceptable, as long as the radius at the large end of the moldboard is 20 inches and the last 12 inches has a minimum of 6 inch radius, as specified in Section 3.4.8.1.
Please see revisions to the Bid Solicitation titled “T1495 Revised Bid Solicitation 1.25.21.”
3.4.8.1 Moldboard
The last bullet point in Section 3.4.8.1 states: “radius shall be 20 inches and the last 12 inches shall have a minimum of a 6 inch radius.”
Q. Is this correct for the funnel style one-way moldboard? That is your spec for your straight reversible plows.
A. Please see response to Question 6.
3.4.8.1
Moldboard Q. Do you want the “Landslide Plate or Nose End Plate” as depicted on the rear side drawing on drawing# SSP-06?
Section Reference Question (Bolded) and Answer
We ask this because later in the specification, Section 3.4.8.3 Curb Bumpers, there is a reference to a wraparound curb bumper but will note that in the proper location, following consecutive order of the bid solicitation.
A. Yes, the Nose End Plate shall be included as depicted in Drawing SSP-06. .
1.25.21.”
3.4.8.2 Moldboard Shoes
The first bullet point in Section 3.4.8.2 references Drawing SSP-06, which references a Carbide Moldboard shoe on Drawing SSP-4-204. The carbide moldboard shoe on drawing SSP-4-204 is different than the standard NJ Turnpike moldboard shoe on the straight reversible plows. The written spec in the third bullet point calls out a “Cast Steel” moldboard shoe which is more consistent with the standard NJ Turnpike moldboard shoe.
Q. Which shoe is correct for this plow?
A. Please refer to Drawing SSP-04.
Additionally, the reference to drawing SSP-06 has been removed from Section 3.4.8.2, and replaced with Drawing SSP-04.
Please see revisions to the Bid Solicitation titled “T1495 Revised Bid Solicitation 1.25.21.”
3.4.8.3 Curb Bumper
The title of Drawing SSP-4-158, referenced in Section 3.4.8.3 has been revised as follows:

The fourth bullet point in Section 3.4.8.3 references two (2) 2-1/2 inch x 2- 1/2 inch x 8 inch cold rolled steel curb bumpers.
Q. Please clarify this dimension as the wrap around curb bumpers on drawings SSP-4-158 and SSP-4-159 are ½ inch x 6 inch material. If this 2-
Section Reference Question (Bolded) and Answer
1/2 inch x 2-1/2 inch x 8 inch dimension is a rectangular block curb bumper it would be difficult to mount this and the wrap around bumpers together.
A. Please see response to Question 11.
3.4.8.3 Curb Bumper
Section 3.4.8.3 references Drawing SSP-4-159, which is a left side (or driver side) wrap around curb bumper but the moldboard Drawing SSP-06 shows moldboard with ”Landslide Plate”. This would be difficult to have both.
A. Please refer to Drawing SPP-4-158 and SPP-4-159 referenced in Section
3.4.8.3 for the dimension of the wraparound curb bumper.
Please see revisions to the Bid Solicitation titled “T1495 Revised Bid Solicitation 1.25.21.”

3.4.10.5 Table
Bid Solicitation Section 3.4.10.5 states: “outside radius with eleven (11) notches 1-1/4 inches deep x 1-1/8 inch wide at the bottom"
Q. Will the NJDOT and NJTA consider a power angle plow equal to the specified power circle latch design specified? The use of a standard, non PCL table removes the complexity, weight, distance inherent in a PCL style plow with additional cylinder, spring and wedge that was designed to overcome hydraulic system deficiencies that have been overcome decades ago in your fleet.
Please be advised that Section 3.4.10.5 and the drawings referenced within Section 3.4.10.5 are specific to NJTA.

3.4.10.7 Push Frame
Q. Will the NJDOT and NJTA accept a non-power circle latch (PCL) plow design to match the central hydraulic systems in the hundreds of trucks in the NJDOT and NJTA fleet? Current fleet central hydraulic systems provide and maintain pressure in the plow angle cylinders. A power circle latch design plow requires a "motor spool valve" to relieve angle cylinder oil pressure to drain and the plow to rotate for the PCL wedge to center and seat in the circle frame notches. NJDOT and NJTA fleets currently are not equipped with motor spool valves and maintain angle cylinder pressure, preventing the unintended rotation of the plow.
Please be advised Section 3.4.10.7 is specific to NJTA.
