What are the estimated percentage of solid sludge generated at AC Wagner?

It is estimated that two (2) percent of the total waste generated annually at the Albert C. Wagner Youth Correctional Facility is solid sludge.

Various areas in the specs note that the bidder must be in compliance with solid waste regulations. The bid is not for solid waste. Are you referring to each bidder having to have an A901 license?

Please refer to Revised Bid Solicitation Section 3.0, subsections included, as the language referring to solid waste has been revised.

Revised Bid Solicitation Section 3.4, Licenses and Permits, states the following, in part:

“The Vendor {Contractor} shall have and maintain, and shall ensure all subcontractors as applicable have and maintain, without limitation the following items throughout the entirety of the Blanket P.O. term:

A. An A-901 license pursuant to the requirements of N.J.S.A. 13:1E-128, 133, and 135. Each truck and container (roll off containers, dumpsters) utilized to transport or collect sludge under this Blanket P.O. must have a valid A-901 decal pursuant to N.J.A.C. 7:26-3.4(h) or other evidence of temporary authorization from the New Jersey Department of Environmental Protection (NJDEP) prior to performing services; and B. All other necessary and applicable registrations with the NJDEP required for transporting or disposing of waste under this Blanket P.O., in accordance with: N.J.S.A. 13:1E-1 et. seq., N.J.A.C. 7:26-3.2, and N.J.A.C. 7:26G-7.

The Vendor {Contractor} shall obtain and maintain in full force for the duration of this Blanket P.O all required licenses, permits, and authorizations necessary to perform this work.”

Furthermore, Revised Bid Solicitation Section 4.4.1.7, A-901 License, states the following: “At the time of the Quote due date, the Vendor {Bidder}, and any applicable subcontractor, must hold a valid A-901 License in accordance with N.J.S.A. 13:1E-128, 133, and 135.

NOTE: All Vendors {Bidders}, and any subcontractors engaged in waste transport, must be licensed at the time of Quote Opening. The Vendor {Bidder} should provide proof of licensure with its Quote.

Additionally, please be advised that it has been determined that the Vendor {Bidder/Contractor} is not required to hold a valid Certificate of Public Convenience and Necessity (CPCN) to perform the subject services. As such, the CPCN requirement has been removed from Section 3.4 of the Revised Bid Solicitation, and Section 4.4.1.8 has been deleted from the Revised Bid Solicitation.

6
Section 3.10.2

Price Line 1 – Bayside Weekly Sludge Removal On page 22, the specs note an average volume of dewatered sludge to be vacuumed out is 12- 24,000 gallons. I believe this should be liquid sludge.

Please refer to Revised Bid Solicitation Section 3.10.2, as this section has been revised. The average volume of sludge to be vacuumed out weekly, is approximately 12,000 to 24,000 gallons.

7
Section 3.10.6

Price Line 5 – Albert C. Wagner Sludge Removal The quote for AC Wagner Facility is for a lump sum on an as needed basis. Without an approximate number of gallons, it is not possible to submit a lump sum. Can the State revise this to add an approximate number of gallons?

The State is not requesting a lump sum. Pricing shall be provided in the Unit Cost field of the State-Supplied Price Sheet for each year (year 1, year 2, and year 3) of each price line of an award grouping. The submitted yearly Unit Cost will be multiplied by the estimated annual quantity to determine the “Total Cost” in each award grouping. Please refer to Section 4.4.5.2 of the Revised Bid Solicitation.

Price Line 5 on the State-Supplied Price Sheet indicates an estimated volume of 800,000 gallons annually for Albert C. Wagner Youth Correctional Facility.

Where the State-Supplied Price Sheet includes an estimate quantity column, Vendors {Bidders} are advised that estimated quantities may vary throughout the Blanket P.O. term resulting from this Bid Solicitation. There is no guaranteed minimum or maximum volume for these price lines.
