About this file
This is an optional pre-quote conference presentation for the State of New Jersey, Department of the Treasury, regarding Facilities Management services at the Joseph Kohn Training Center (JKTC), solicitation number 25DPP01088. The solicitation covers comprehensive facility management services including routine maintenance, cleaning, exterior window washing, disinfecting services, snow removal and salting, electrical switchgear testing, and pass-through costs for specialized repairs and maintenance projects. A mandatory site visit is scheduled for January 6, 2026, at 10:30 AM. Written questions must be submitted by 2:00 PM on January 13, 2026, through the Q&A tab in NJSTART. Quotes are due by 2:00 PM on March 13, 2026. The presentation emphasizes that this conference addresses procedural questions only; substantive questions regarding the scope of work must be submitted electronically through NJSTART.
Bidders must provide pricing for 13 mandatory price lines including an all-inclusive monthly cost for facility management services, per-window exterior window washing rates, hourly rates for disinfecting and snow removal services, and a labor markup percentage over prevailing wage. Two optional price lines (electrical switchgear testing and pass-through costs) are available but not required for quote submission. The state has provided a detailed State-Supplied Price Sheet in Excel format that vendors must complete without modifications, alterations, or additions. The presentation stresses that incomplete price sheets, formatting changes, blank lines, or additional language and assumptions may render a quote non-responsive. All mandatory requirements designated as "shall" must be addressed for quotes to be deemed eligible for award.
