About this file

This is Bid Amendment #1 to a solicitation issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, for portable sanitation units across three administrative regions (North, Central, and South). The amendment addresses questions submitted by potential bidders regarding the solicitation requirements and clarifies key submission procedures. An optional pre-quote conference was held on October 16, 2025, with no attendees present. The quote submission deadline is Thursday, December 2, 2025, at 2:00 p.m. Eastern Time, with all submissions required through the NJSTART electronic platform. The original solicitation covers a three-year contract with potential two-year extensions for the provision, delivery, setup, maintenance, and servicing of portable restroom facilities, including weekly waste disposal services with rental periods ranging from less than one week to one year.

The amendment clarifies critical submission requirements, including confirmation that all quotes must be submitted electronically through NJSTART and that bidders are responsible for ensuring all required documents are properly completed and attached prior to the deadline. The State will reimburse Using Agencies for documented damage to sanitation units due to damage, vandalism, public usage, fire, or theft. Based on fiscal year 2025 spending data (July 1, 2024 through June 30, 2025), the North Region spent $112,308.23, the Central Region spent $108,502.44, and the South Region spent $17,833.67. The solicitation is designated as a Small Business Set-Aside targeting New Jersey Small Business Enterprises, with additional set-aside opportunities available for small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. The procurement may result in up to three contractors per region for a potential total of nine awards.
