1.2 Background
What is the Value of the Blanket PO (contract) yearly or through the 4 years?

The State of New Jersey’s spend to date is approximately $1.2 Million.

8
35
5.2.1 Price Adjustment
Please clarify what the initial term for pricing or length of time that pricing would remain firm?

The initial term of the Blanket P.O. {Contract} is for four (4) years with three (3) one year extension options.

Please see revised Bid Solicitation {RFP} Section 5.2.1 Price Adjustment for additions, deletions, clarifications and modifications.

9
31
4.4.5.2 Price Sheet/Schedule Attachment Instructions
We have two brands that share the same tax id number, but have different catalogs and websites are we able to submit two brand discounts and pricing for each brand with our submission?

As stated in Section 4.4.5.2, last paragraph, “A Vendor {Bidder} may bid on multiple categories. A Vendor {Bidder} may supply multiple catalogs for each category bid, but the % percentage discount/markup must remain fixed for the category bid and for the term of the Blanket P.O. {Contract}, including any extension thereof.”

10
31
4.4.5.2 Price Sheet/Schedule Attachment Instructions
Can we offer a different discounts for items listed in the same category? For instance in Category 5 Library Supplies, you list Step stools and Ladders. These are considered furniture items and would not fall under the supply category. Would they need to be offered at the same discount as the Book cards and other true supplies?

Please see answer to question #9.

11
29
4.4.3.2 Vendor {Bidder} Catalog
If we are pricing on discount off of list, can we submit just the discount off of list on the CD or are you wanting to see every product and the sell price after the discount is applied?

If the catalog submitted has more than one price list column, it will be the Vendor’s {Bidder's} responsibility to "blank out" all columns except the price column to which the discount/markup shall be applied to obtain the purchase price. If a catalog is submitted on a CD and contains multiple price list columns that are not able to be deleted, a Vendor {Bidder} must specify on the price line under ‘Price List File Name’ which column on the price list the discount applies to.

1 & 10
Cover Page & 1.4.7.1 Quote {Proposal} Withdrawal Prior to Quote {Proposal} Opening
What will be the final date of possible addenda? At some point we will need to know that documents are final in order to submit a response.

As stated in Section 1.3.1 of the Bid Solicitation {RFP}, “In the event that questions are posed by Vendors {Bidders}, answers to such questions will be issued by Bid Amendment {Addendum}. Any Bid Amendment {Addendum} to this Bid Solicitation {RFP} will become part of this Bid Solicitation {RFP} and part of any Blanket P.O. {Contract} awarded as a result of this Bid Solicitation {RFP}. Bid Amendments {Addenda} to this Bid Solicitation {RFP}, if any, will be posted as a File Attachment on the “Summary” page of the Bid Solicitation in NJSTART after the cut-off date.” There is no final date for the issuance of addenda if necessary the bid submission date will be amended.

Alternatively, can you provide guidance on how to submit a revision in case an addenda comes out after we have completed either an online or hard-copy submission?

Please contact the NJSTART help line at 609-341-3500 or at njstart@treas.nj.gov for online Quote {Proposal} instructions. Please review Bid Solicitation {RFP} Section 1.4.7.1 for hard copy Quote {Proposal} withdrawal instructions.

13
31
4.4.5.2 Price Sheet/Schedule Attachment Instructions
Our volume pricing is based on # of units purchased rather than dollar volume and offers more discount levels than your form allows (e.g. 1-20 units, X discount; 21-40 units, Y discount; 41+ units, Z discount. How can I show this in columns C & D of the price sheet in order to provide those discount levels to NJ State?

The State will only accept percentage discounts or markups calculated on the order amount. The price sheet allows the Vendor {Bidder} to supply a markup/discount based on order values of under $2,499.99 and over $2,500.00.

14
31
4.4.5.2 Price Sheet/Schedule Attachment Instructions
We offer volume pricing on system purchases but not on accessories, so I would want to supply two catalogues in this category to quote systems and accessories separately. We do not qualify for any other category than #4, and the form is currently locked to only one row of response under each category. If an additional row could be added under each category we could offer two different catalogue versions for differing levels of discount on different products. It seems like this may be permitted in the last sentence of this section.

Please see answer to question #9.

15
34
5.2 Blanket P.O. {Contract} Term and Extension Option
Please clarify the maximum term/life of this contract. It is 4 years, with an initial one year term and 3 x 1 year extensions? Or is the initial term 4 years, with 3x1yr extensions for a total maximum of 7 years?

The Blanket P.O. {Contract} has an initial term of four (4) years with three (3) one year extension options. Therefore the maximum allowable term is seven (7) years.

16
17
3.1.2 Category 2: Manual/Electric Boards, Bulletin Boards & Chalkboards
The current category description describes "interactive white boards, bulletin boards, chalkboards and related accessories, which would normally include dry erasable boards. The detailed description however only identifies Interactive whiteboards in 4 possible configurations of interactive capability. Will non-interactive, dry erasable, wall or floor stand glass boards be accepted under this category?

Please see revised Bid Solicitation {RFP} Section 3.1.2 for additions, deletions, clarifications and modifications.

17
19
3.1.5 Category 5: Library Supplies
Category 5: Library Supplies? Price Line 5; Can more than one discount/mark-up for items be listed in the same category?

Please see answer to question #9.

In this section you have some items that would be considered equipment that would not fall under the supplies category, bar code scanners, library step stools, and ladders. Would you require that these items receive the same discount/mark-up as other items that would be considered supply items?

Yes, the discount/markup must remain fixed for the category bid for the term of the Blanket P.O. {Contract}, including any extension thereof. Brand discounts and/or specific product discounts will not be accepted and may result in the Quote {Proposal} being considered non-responsive.

18
26
4.4.1.2 NJ Standard Bid Solicitation {RFP} Forms Required With The Quote {Proposal}
NJ Standard Bid Solicitation {RFP} Forms Required with the Quote {Proposal}; When the solicitation states that one version of a form must be designated as a primary form, is this only required when the solicitation will be submitted on NJSTART? Do these forms need to be completed in NJSTART even if we submit a hard copy response?

Please refer to Bid Solicitation {RFP} Section 2.2 for the definition of a primary form.

The Vendor {Bidder} must supply all required forms listed in Bid Solicitation {RFP} Section 4.4 with hard copy and NJSTART submissions. Please also refer to the Vendor Checklist for a list of these required forms.

19
30
4.4.4 Financial Capability of the Vendor {Bidder}
Financial Capability of the Vendor {Bidder}; The solicitation states In addition, the Vendor {Bidder} should submit a bank reference Is this only applicable if certified financial statements are not available or will the bank reference be in addition to the certified financial statements as well?

Yes, this only acceptable if the Vendor {Bidder} cannot provide the certified financial statements.

The bank reference is optional and should be provided with the Bidder’s {Vendor’s} Quote {Proposal}.

20
31
4.4.5.2 Price Sheet/Schedule Attachment Instructions
Price Sheet/Schedule Attachment Instructions; Per Step 7, we must enter catalog page numbers into the appropriate column on the price sheet. Our catalog changes annually and the page numbers will change with each year. As the Blanket P.O. will be good for at least four years, the catalog pages submitted will be invalid after December 31, 2017. Are you sure that you would like the page numbers to be included as this information will be invalid after December 31, 2017?

The catalog pages that must be referenced on the price sheet refers to the page numbers of the current catalog submitted with the Quote {Proposal} for the purposes of evaluation only.

21
34
5.2.1 Price Adjustment
Price Adjustment; As this solicitation is discount/mark-up based, is these section saying that the discount/mark-up cannot be adjusted during the term of the Blanket P.O. or that neither the discount/mark-up or the pricing submitted in a catalog cannot change during the term of the Blanket P.O.?

The discount/markup cannot be adjusted during the Blanket P.O. {Contract} term. Please see revised Bid Solicitation {RFP} Section 5.2.1 Price Adjustment for additions, deletions, clarifications and modifications.

22
37
5.9 Electronic Payments
Electronic Payments; Is the Credit Authorization Agreement for Automatic Deposits (ACH Payments) Form and original voided check or bank letter required to submitted with our response or will this be required after award?

The Credit Authorization Agreement for Automatic Deposits will require completion following the intent to award notification.

23
43
7.0 Blanket P.O. {Contract} Award
Blanket P.O. {Contract} Award; Under any section where it states that the Vendors must verify statuses of any particular documents in NJSTART, is this required if the vendor will be submitting these documents in a hard copy response? Please note that answers to these questions will greatly impact our response and we would appreciate answers as soon as possible.

The verification of documents status is not required in NJ Start if submitting in hard copy format. However, the Vendor {Bidder} must supply all required forms listed in Bid Solicitation {RFP} section 4.4 with hard copy and electronic submissions.

24
31
4.4.5.1 NJSTART Pricing Submission Instructions
We see that there are 20 Categories listed on-line and 5 Categories listed in the bid documents. How shall we deal with this discrepancy?

The 20 categories listed in NJSTART are listed in order to populate commodity codes related to the procurement and are not to be used by a Vendor {Bidder} for submission of its Quote {Proposal} pricing. If the Vendor {Bidder} is submitting a NJSTART Quote {Proposal}, the Vendor {Bidder} must enter a Unit Cost of $1.00 for each price line item on the “Items” Tab in NJSTART. See Section 4.4.5.1.

As stated in Bid Solicitation {RFP} Section 4.4.5, the Vendor {Bidder} must submit its pricing using the State-supplied price sheet/schedule(s) accompanying this Bid Solicitation {RFP} and located on the “Attachments” Tab. The Excel price sheet contains five (5) price lines, one for each category listed in the Bid Solicitation {RFP}. Please follow the price sheet instructions listed in Section 4.4.5.2 of the Bid Solicitation {RFP}.

25
11
1.5 Price List and/or Catalog Pricing
Do you require Vendor Price Lists for every single manufacturer to be submitted with our bid submission OR will a website with all products & discounts listed with Manufacturers List Prices be allowed?

Yes, the Vendor {Bidder} must submit all relevant catalogs with pricing with its Quote {Proposal}. Online price sheets will not be accepted.

Also, as pricing will change over the course of the awarded period, can manufacturer's list prices be updated?

The discount/markup cannot be adjusted during the Blanket P.O. {Contract} term. The Vendor {Contractor} may submit updated catalog pricing once during a rolling twelve month period. If a Vendor {Contractor} has been awarded more than one (1) category, each category may be updated at different times during a rolling twelve (12) month period, but in no event shall a Vendor {Contractor} update a single awarded category more than one (1) time during a rolling twelve (12) month period.

Please see revised Bid Solicitation {RFP} Section 5.2.1 Price Adjustments for additions, deletions, clarifications and modifications.

26
17
3.0 Scope of Work

(i.e. Brand A discount 5%, Brand B Discount 15%, Brand C Discount 45%, etc.) OR Can we bid a range of discounts within a category?
