Section Reference Question (Bolded) and Answer
| 1 |
| Section 3.1 Product Specifications |
Section 4.4.5.2 State-Supplied Price Sheet Instructions I am trying to open the information for Section 4 and 5 for the partial small business set aside program. I am looking for the list of items that section 4 and 5 consist of. I am unable to find them and unable to open the cells on the spread sheet also. Can you help?
Note: This question has been paraphrased in the interest of readability and clarity.
Answer: As per Section 3.1, Category 4 Specialty Boxes includes, but is not limited to, the following products:
“The specialty boxes can be offered in various sizes/dimensions, colors, and packaging quantities.
| • | Business Card Boxes, two-piece, folding, various dimensions |
| • | Business Card Boxes, corrugated mailer, various dimensions |
| • | Letterhead Boxes, two-piece, rigid or folding, various dimensions” |
Category 5 Specialty Labels includes, but is not limited to, the following products:
“The specialty labels can be offered in various sizes/dimensions, colors, and packaging quantities.
| • | Crack and Peel Labels, white |
| • | Crack and Peel Labels, various colors, including fluorescent and Astrobright colors |
| • | Poly stickers” |
In addition, as per Section 4.4.5.2 of the Bid Solicitation, which states in pertinent part, “Step 3 - The Vendor {Bidder} shall insert a firm, fixed percentage (%) discount or markup from the product catalog/price list, by entering the percentage discount or markup bid in the "Percentage (%) Discount (-) or Markup (+)” field on the price line on the State-Supplied Price Sheet. A Vendor’s {Bidder's} entry in the ”Percentage (%) Discount (-) or Markup (+)” field shall be considered a percentage (%). For example, entry of "50" shall be considered "50%" and that of "0.50" shall be considered "0.50%".
The State will accept up to two (2) decimal places to the right of the decimal point. Percentages may be offered on the State-Supplied Price Sheet up to two (2) decimal places to the right of the decimal point. Price Sheet formatting will automatically round percentages containing more than two (2) decimal places to the right of the decimal point so as not to exceed this limit.
A Vendor’s {Bidder's} entry in the Percentage (%) Discount (-) or Markup (+)” field shall include a plus (+) sign for Markup or minus (-) sign for Discount. If a Vendor {Bidder} does not include a plus (+) sign for Markup or minus (-) sign for Discount, the State will consider the percentage offered as a Discount.
If a Vendor {Bidder} leaves the Percentage (%) Discount (-) or Markup (+)” field blank on the price line, it shall be considered that the Vendor {Bidder} provided no Quote for the price line item.
A series or a range of discounts/markups or fixed prices (firm dollar amount) on the price line shall not be acceptable and shall result in rejection of the Quote for that price line only.
If a Vendor {Bidder} is offering its pricing at the same pricing listed on the pre-printed catalog/price list, the Vendor {Bidder} should provide 0% in the “Percentage (%) Discount (-) or Markup (+)” field on the State-Supplied Price Sheet”.
For example, a Vendor {Bidder} may offer the ULINE brand at 5% discount, as indicated on the State Supplied price sheet, under Category 4 Specialty Boxes.
The Vendor {Bidder} shall submit the ULINE brand product catalog/price list showing the various ULINE items (including various sizes/dimensions, colors, and packaging quantities) and pricing to which the 5% discount is applied.
