About this file

This is Bid Amendment #1 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property on November 18, 2025, in response to questions submitted during the electronic question and answer period for Bid Solicitation #26DPP01232 T0007. The solicitation seeks soft drinks/soda in eight varieties—Ginger Ale, Lemon Lime, Cola, Orange, Grape, Root Beer, Diet Ginger Ale, and Diet Cola—each packaged as 24/12 oz cans with pull-top lids. The estimated total procurement across the three-year contract term is 48,300 cases, with individual line items ranging from 3,600 cases (Lemon Lime) to 13,000 cases (Ginger Ale). Shipments are estimated in full truckload quantities with per-shipment volumes ranging from 200 to 500 cases depending on the flavor. Quote submissions must be delivered electronically through NJSTART by December 3, 2025, at 2:00 p.m. Eastern Time.

The amendment clarifies nine critical procurement requirements, including mandatory electronic submission of all quotes, completion of all required fields and initials on the state-supplied price sheet, and provision of firm, fixed unit prices per case inclusive of freight, shipping, and handling costs. Bidders may request price adjustments during contract performance only upon documented justification of exceptional circumstances. The state notes that estimated quantities are provided for informational purposes only and do not represent binding minimum or maximum purchase commitments. All bidders must address the standard terms and conditions during the question and answer period; proposed exceptions to mandatory requirements submitted after that deadline may render a quote non-responsive. Technical assistance guidance is provided regarding PDF access issues and procedures for reviewing submitted quotes prior to the deadline.
