Performance Work Statement (PWS)

Project: T-6 Sun Shade Bird Netting

1.0 Purpose: The Performance Work Statement (PWS) provides guidelines on bird mitigation measures on the sunshade rows C-J (T-6 sun shades) totaling 8 rows. This shall primarily include large netting. The Contractor shall furnish all materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in this PWS and to turn over to the Government a complete and useable area.

2.0 Scope: The Contractor shall procure and install bird nets on the Aircraft Sunshade to prevent bird nesting and potential damage to the aircraft. The work includes the purchase of high-quality bird nets, installation, and post-installation inspection.

3.0 Period and Place of Performance:

Contractor shall request approval to proceed. Once government approval has been granted the contractor will have 20 days to complete each row. Each row has to be separately coordinated. If award is made for all rows the total is 160 calendar days.

Work shall be done during regular duty hours from 0730 to 1630 CST. The Contractor shall schedule their work around employees and student pilots that work/train on irregular hours or shifts. Work shall not be performed during federal holidays. The list of federal holidays are listed below.

Requests may be placed to work outside of these hours, but shall be submitted to the Contracting Officer for approval. Any requests of this type shall be submitted no fewer than three (3) days in advance to when the Contractor plans to work outside of the designated hours. The request shall be submitted with a description of the type of work, the requested days, and the hours for those requested days.

Note: No approval is guaranteed. The government reserves the right to approve or deny any request that is placed. The Contractor shall work on days that are designated as Family Days.

The MX POC Mr. Kenneth Simon will accept each row of sunshade bird netting. After the completion of a row, the MX POC will inspect and after acceptance the Contractor will be given permission to start the next row.

4.0 Background: Current sun shades on rows C-J do not have bird mitigation measures. The presence of birds on the existing structure poses a concern for the 47 FTW Operations Group (OG). The Maintenance Directorate (MX) and Airfield Management must invest time and energy during the day to deter the presence of these birds. This causes delays in training time and MX tasks.

5.0 Performance Objectives: The Contractor shall procure bird nets that are durable, weather-resistant, and suitable for use in an aviation environment. The nets should be designed to effectively prevent birds from nesting without causing harm to the birds. The Contractor shall complete the procurement and installation within the agreed-upon timeframe. The installed bird nets should effectively prevent bird nesting and withstand weather conditions without degradation that includes a 10 year standard warranty. The dimensions of sun shades provided in Attachment A are approximate and the contractor shall ensure exact dimensions of the sun shades.

5.1 - The Contractor shall install the bird nets on the Aircraft Sunshade in a manner that ensures full coverage and prevents any potential entry points for birds. The installation should not interfere with the normal operation of the Aircraft Sunshade or aircraft operations. The Contractor shall also install all fasteners and accessible opening (zippers) for government access of electrical fixtures/lighting as well as bolts/nuts structural hardware being covered by proposed large scale netting and be free of slack/looseness.

5.2 - The contractor shall be responsible for their own Foreign Object Detection (FOD) Plan that was approved by Government and used during the solicitation phase. This plan shall show how Contractor is planning on cleaning the site and ensuring dust/debris are kept to a minimum.

5.3 - The Contractor shall also conduct before installation an inspection of existing electrical fixtures to document what is function properly or not. Contractor shall be responsible to replace and commission any electrical fixtures they damage during the installation process.

5.4 - All work shall comply with all of the most current Federal, State, Local, and Air Force environmental laws, codes and regulations.

5.5 - The project location is within a Controlled Area on the airfield and therefore the Contractor shall comply with all rules and regulations governing said area.

The Contractor and all subcontractors shall comply with all Controlled Area procedures at all times. Contractor shall be required to attend flight line drivers training class lasting approximately a half day. The Contractor shall coordinate with the Government two (2) weeks prior to work start date to receive training.

Free zone: During the project, a Free Zone may be created to allow for the Contractor freedom of movement within the active zone area only. The Government shall work with the Contractor to establish said area. If a Free Zone is able to be established, the Contractor shall “activate” their Free Zone by calling Base Ops at (830) 298-5308. By “activation” of the Free Zone, the Government means whenever the Contractor is enters the work zone at the beginning of the duty day and when leaving the work zone at the end of the duty day. All tools and equipment shall be secured at all times when unattended.

5.6 - The Contractor shall only use Airfield Entry Control Point (ECP) 3 or 4 throughout the duration of this project. The Government will provide the Contractor with the location and access of this ECP upon award of the contract.

5.7 - The Contractor shall ensure barricades are used to delineate each phase of work. The Contractor shall be responsible for periodically checking the water levels in the barricades and refill them as necessary. The Contractor shall be responsible for periodically checking the lights on the barricades to ensure they are all operational. Barricades shall be overlocking to reduce the risk of them blowing around the airfield. Alternatively, the contractor may use cones weighted down to identify work area to prevent unauthorized entry into the contractor’s work zone in accordance with UFC-3-260-04.

5.8 - A lay down area is not being contemplated for this requirement. However, if needed the contractor may request a laydown area. If a lay down area is granted by the Government, the Contractor shall maintain a neat and organized laydown area provided. Said laydown area shall be clearly visible with construction fencing. Every effort shall be made by the Contractor to preserve the grass/grounds throughout the duration of the usage of the laydown area.

5.9 - Upon completion of the installation, the Contractor shall conduct a thorough inspection to ensure the bird nets are securely installed and cover the entire Aircraft Sunshade.

5.10. VEHICLES AND PASSES. All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. In addition, all vehicles described above must be registered through the Security Forces Squadron, Pass and Registration and will comply with Laughlin AFB directives when entering through the gate and have proof of valid registration and insurance. All personnel needing base access will need a base pass. Please forward the name, date of birth, driver’s license number and state of issue for all personnel needing access to the Government POCs for processing at least 10 days in advance of start date. Contractor employees shall coordinate with Airfield Manager when accessing the Flightline as directed.

5.11 - The contractor shall dispose of all wastes generated in the performance of their task. No trash, hazardous waste or solid waste materials shall be placed in any trash receptacle inside of Laughlin AFB.

5.12 – The contractor shall have an assigned program manager/manager/superintendent at the site at all times. Upon issuance of the award, the contractor must provide name and phone number of the individual responsible for the site.

7.0 Operating Constraints: Coordination between contractor and T-6 Flight shall be required. Contractor shall not be allowed to begin work on next row until USG has accepted current row and T-6 flight has moved all aircraft from the next row of work. Due to extensive pilot training, minor delays may occur until T-6 flight can remove aircraft from the next scheduled row.
