In Accordance With (IAW) Federal Acquisition Regulation (FAR) Subpart 12.6, this is a combined synopsis/solicitation for commercial services prepared by 47 Contracting Squadron at Laughlin AFB, TX. This announcement constitutes the only solicitation; quotes are being requested. This solicitation FA3099-23-Q-1030 is being issued as a Request for Quotation (RFQ). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 561710 and the small business size standard is $17.5 M.

Funds are NOT presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Site Visit

If there is an interest in an optional site visit, it will take place on 24 August 2023 at 10:00 AM CST. If you would like to attend, please submit your full name and contact information via e-mail to: jesus.perez.3@us.af.mil; nakisha.mckenzie@us.af.mil by 21 August 2023 at 1 PM CST. Interested offerors must submit an EAL of all parties prior to attending in order to have access to the base. If a late request is received, the government may reject the request to attend a site visit, but will do all possible so that all interested vendors attend the site visit on 24 Aug 2023. Any request after site visit takes place on 24 Aug 23 will be denied.

Extended Description Bird nets must be durable, weather-resistant, and suitable for use in an aviation environment. The nets should be designed to effectively prevent birds from nesting without causing harm to the birds. The installed bird nets should effectively prevent bird nesting and withstand weather conditions without degradation that includes a 10 year standard warranty. The dimensions of sun shades provided in Attachment A are approximate and the contractor shall ensure exact dimensions of the sun shades. All items within the attached SOO shall be met.

Evaluation Criteria

Addendum to 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Mar 2023)

Offers will be evaluated using the Lowest Price Technically Acceptable (LPTA). Evaluation shall consist of the selection of a technically acceptable proposal with the lowest price. The Government expects to award one (1) Firm-Fixed Price contract as a result of this solicitation. The Government will make an award to the responsible contractor whose quote conforms to the solicitation, and Technical Capability factors have been rated as “Technically Acceptable”.

The following factors shall be used to evaluate offers:

1) Price and,

2) Technical

2A) Capability Statement

2B) Foreign Object Debris (FOD) Plan

The response shall consist of two (2) separate parts; Part I - Price Proposal and Part II – Technical.

Offerors are hereby notified that Quotes which are found incomplete ant does not conform to the solicitation may be rejected without affording the offeror an opportunity to satisfy the requirement of the Government. Notwithstanding the information included in support of the offeror’s technical capability, the contractor must meet all requirements of this solicitation.

PART I - PRICE:

The Government will evaluate offers based on prices quoted for all CLINs. The offeror’s quote will be evaluated for Reasonableness, Unbalanced Pricing, and Total Evaluated Price (Value of all CLINS).

1. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined other techniques will be used.

2. Unbalanced Pricing: The Government may determine that a quote is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A quote may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

3. Total Evaluated Price (TEP): The Government will utilize the following methodology to determine the TEP of each quote. The TEP will be calculated for evaluation purposes only.

The TEP will be calculated as follows:

i. The sum of all the CLINs evaluated prices will represent the total evaluated price.

ii. Award will be made to the responsible offeror with Lowest Price who meets all

Technical criteria.

PART II - TECHNICAL CAPABILITY:

The Government will evaluate Part II - Technical Capability, on an Acceptable/Unacceptable basis. Offerors receiving an Unacceptable rating for Technical Capability will not receive further consideration. If 1) the capability statement and the 2) Foreign Object Debris (FOD) Prevention Plan is not submitted with the Quote, the Quote shall be considered unacceptable and shall be removed from consideration.

The following ratings will be used in rating technical capability:

Acceptable: Meets the minimum requirements of the solicitation.

Unacceptable: Does not meet the minimum requirements of the solicitation

2A) Capability Statement – Capability statement can be addressed within the FOD Plan or separately. offerors shall provide a narrative (capability statement) that clearly demonstrates the understanding of the requirement, offeror’s experience/past performance and the offeror's ability to perform in accordance with the Performance Work Statement.

2B) Submit a Foreign Object Debris (FOD) Plan – A FOD Plan is a critical part this project. It is critical to prevent Foreign Object Damage to aircraft, vehicles, equipment, building, pedestrians, etc. A FOD plan will be evaluated on an acceptable/unacceptable basis. An acceptable FOD plan must show a good understanding of FOD preventative measures. FOD plan must include a section on how a contractor will prevent any FOD on Airfield ramp area while bird nets are being installed, containers or trash bins to put in any FOD if found, strategic cone set up is allowed IAW applicable UFCs, to block off vehicles or people from walking into an active zone, inspection strategy, and any other means to ensure Airfield remains safe to operate. If FOD plan is not submitted or does not provide enough detail to ensure offeror has a good understanding of FOD preventative measures, the quote will be immediately dismissed without further consideration.

Ensure all of the following items are addressed in your quotation:

1) Acceptable FOD Plan

2) Technical Risk Addressed

3) Price each CLIN

4) Any applicable prompt payment discounts terms

5) Length of time quote is valid (Quote shall be valid until 30 Sept 23)

6) Contact information for individual authorized to provide pricing information

7) Unique Entity ID/Cage Code

REJECTION OF UNREALISTIC OFFERS:

Any Quote that is unrealistic will be judged either as exhibiting a lack of competence or failure to comprehend the Government's requirement and may be so evaluated and rated, or rejected for such reasons. Furthermore, any significant inconsistency between Technical and Price, if unexplained, may be grounds for quote rejection. The Government will evaluate each quote strictly in accordance with its content and will not assume that performance will include areas not specified in the Offeror's proposal. Nothing in this paragraph is to be construed as a promise by the Government to conduct a price realism analysis where it would otherwise not be required to do so. The decision to conduct or not to conduct such an analysis remains at the discretion of the Contracting Officer.

The Government is not responsible for any costs incurred or associated with preparation and submission of this quote in response to this solicitation including the optional site visit. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

Failure to furnish a complete quote, at the time of quote submission, may result in the quote being unacceptable to the Government and elimination from consideration for award.

The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial quotes, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no interchanges will take place. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness. The Government will evaluate the reasonableness of proposed price by assessing the acceptability of the Offeror's methodology used in developing the price estimates. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. The Government reserves the right to assess and reject a quote if the price proposed is unrealistically low for the work to be performed. This could be accomplished by the following but not limited to, comparison of offerors’ proposed pricing to an Independent Government Estimate, the prices proposed by other offerors, and/or historical pricing.

Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Offerors that may address any aspect of the proposal and may or may not be documented in real time. The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges using Interchange Notices (INs) if, during the evaluation, it is determined to be in the best interest of the Government. Offeror responses to INs will be considered in making the order selection decision.

Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all Offerors responding to this Solicitation.

Amendments: The Government reserves the right to revise or amend the Statement of Objectives (SOO), bid schedule, and/or the solicitation prior to the quote closing time. Such revisions or amendments will be communicated by amendments to this Request for Quotes (RFQ). If such amendments require material changes in quantities or prices, the quote closing date may be postponed by enough days to enable the Offeror to revise its quote. In such cases, the amendment will include an announcement of the quote closing date and time. Amendments will be posted to SAM. gov with the solicitation documents without notice. Offerors are responsible for accessing all amendments prior to proposal submission.

The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by 52.212-1. Although past performance may not be used as an evaluation factor, information obtained from other sources available to the Government such as the Past Performance Information Retrieval System (PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.
