About this file

This document provides a third draft request for proposals for the fifth-generation TRICARE Managed Care Support Contracts. The Defense Health Agency seeks industry feedback on updated requirements and terms, including clinical quality and award fee criteria aligned between direct and private sector care. Metrics and targets are established for quality outcomes incentivizing alternative payment models. Transition plans and a new award are included, alongside controlled unclassified information handling and evaluation changes based on prior feedback. Priority innovations for virtual networks, advanced primary care and collaboration tools are outlined, with others to follow. Updated integration requirements and a focus on readiness link award fees to performance. All comments and questions must be submitted through the provided Excel template by September 18, 2020, with responses used to revise the second RFP draft.

Ex. 1TRICARE Operations Manual (TOM)Chapter 2, Sec 1, para 1.1.1Transition MeetingsThe draft RFP states that "The incoming and outgoing contractor shall attend a 5 business day meeting with the Defense Health Agency (DHA) within 15 calendar days following contract award." Will the Government consider revising this requirement to state that the meeting will commence no earlier than 15 calendar days following contract award? This revision would ensure that both the incoming and outgoing contractors have adequate time to prepare for the meetings and to make necessary travel arrangements for all involved parties.
Ex. 2C.2.8. Clinical Quality ManagementC.2.8.1Quality MgmtThe draft RFP states that a Clinical Quality Management and Patient Safety Program will need to be established. Our organization has concerns with the lack of detail as to when the plan needs to be created and or implemented by. Additional detail is appreciated.
