Pre-bid Meeting Notes
5/25/2022 10AM
Nothing stated in this meeting will change the solicitation. All questions must be submitted in writing and all changes will be posted as an addendum. If you ask a question today, be sure to submit it in writing.
Please include all addendum cover sheets with the big package. Additionally, make sure that all documents listed are included, with all appropriate sections filled out. Audit financial information also must be included, which is one that is frequently left out. If documents are left out the bid may be deemed non-responsive. Some of these things can be cured; however, others cannot. If the issue cannot be cured, MTA will move on to the next lowest bidder.
All offerors must be registered with Maryland’s SDAT, regardless of the state the company is located in.
This is a rule for state contracts in general, where it is required for all offerors working on state contracts to be registered with SDAT.
After the bid opening, the offeror deemed the Apparent Lowest Bidder is only the lowest bidder on paper. Procurement reviews the documents to ensure everything is in order and MTA completes a review process. If everything checks out, an LOI is sent, recommending the offeror for award. This still does not make the offeror the awardee, as there are still several other steps that must be followed, including submitting the contract package, with all applicable bonds included. The awardee is not determined until all contract steps have been completed. This process is outlined in COMAR 21.
The DBE goal is set at 20.6%, with the following areas as suggestions:
Maintenance of Traffic 237310 Temporary Traffic Signs & Appurtenances 237310 Pavement Marking 237310 Asphalt Paving 237310 New Surface Drain Grates 237310 Demolition and Removal 238910 Temporary Chain Link Fence 238990 E&SC Inlet Protection 237990
If the apparent awardee has completed DBE Form B with specific vendors that are unavailable at the time to submit forms C&D, an explanation will need to be submitted explaining why these forms are different. If a waiver is being requested, one attempt to reach out to a DBE via email will not be considered sufficient effort to receive a waiver.
To receive drawings, all perspective bidders have to submit an NDA.
The administration is providing the cross ties and required power. This is outlined in the IFB, as well as the items that the awardee is required to provide.
The site visit will commence at 2:30 today, at the intersection of Howard St and Martin Luther King Blvd.
Safety vests will be required, with hard hats strongly encouraged for this site visit.
Q&A:
One of the offerors requested an extension for the submission of questions. Procurement agreed to discuss this and push back the date via addendum.
