About this file
This document appears to be a site map and certificate of equivalency for the Syracuse VA Medical Center Building No. 1. It provides a detailed floor plan of the building, identifying fire barriers, smoke barriers, exit routes, and other key life safety features. The certificate of equivalency notes deficiencies related to unlabeled fire door frames and non-rated fire stopping materials in smoke barrier walls, but states that the building's supervised sprinkler system and other safety features provide an equivalent level of safety. This document does not contain information about a specific federal contract opportunity. Rather, it appears to be background information on the facility itself.

Deficiencies: Almost All of the smoke barrier walls in the building have non- rated fire stopping materials protecting penetrations of the barrier.
References: NFPA Standard No. 101, Sections 13-3.7.3 and 6-2.3.2.4.2 (1997 edition)
Equivalent Measures: The entire building is provided with supervised sprinkler protection with quick response sprinklers through out. although the material used for fire stopping is not listed or approved products, the material does provide some degree of smoke resistance. This level of protection and features can provide additional time for the staff to relocate patients if needed in the event of a fire. All of these measures provide an equivalent level of safety and the intent of the Life Safety Code is Achieved.
