Synopsis / Solicitation Instructions Defense Finance and Accounting Service (DFAS) Columbus, OH
Shredding Services Solicitation: HQ042323Q0002
Description: This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is HQ042323Q0002 and is issued as a request for quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.
This requirement is solicited as a total small business set-aside.
The associated NAICS is 561990 and the small business size standard is $14.5M.
The anticipated period of performance is one base year and four additional one-year option periods, with an estimated start date of November 3, 2022.

Submission of Quotes: All quotes shall be emailed to the contacts below before the established closing date/time. Should you have any questions regarding the RFQ please contact the contract specialist by e-mail and copy the contracting officer. All emails shall include the RFQ number in the subject line.

Questions shall be submitted by October 13, 2022 at 3:00PM EST.
Quotations shall be submitted by October 20, 2022 at 3:00PM EST.
GENERAL INSTRUCTIONS: Quotations shall include the RFQ number, date of submittal, the vendor’s name, address, CAGE, POC name, phone number, and email. Quotations shall also include attachments. The first attachment represents the vendor’s response to Clause Fill-Ins. The second attachment represents the vendor’s response to Price Quote. Any remaining attachments represent the vendor’s response to Past Performance and Technical Capability. Vendors may use the body of the email as a cover letter. All emails shall include the RFQ number in the subject line.

1. Clause Fill-Ins: Attached to the solicitation is a document titled Clause Fill-Ins. The quoter shall complete and submit the Clause Fill-Ins.
2. Price Quote: Attached to the solicitation is a Pricing Worksheet. The quoter shall complete and submit the Pricing Worksheet. The Pricing Worksheet contains three tabs. Each tab contains a different frequency of service (2, 4, and 8 weeks). The quoter shall complete all three tabs.
3. Past Performance and Technical Capability: DFAS reserves the right to issue a contract for reasons other than the lowest price. Inclusion of any important past performance or technical capability considerations is encouraged.
a. Past Performance: Attached to the solicitation is a Past Performance Information Sheet.
Quoters are encouraged to submit details of and references for up to three recent and relevant contracts. Recent meaning within the last three years. Relevant meaning similar in scope and complexity. The information submitted shall clearly demonstrate the quoter’s experience in the collection, shredding/destruction, and disposal of sensitive papers/materials while maintaining confidentiality to protect from identity theft, in accordance with applicable Federal Laws and Regulations. Similar contracts performed for the Federal Government may be considered more significant in the evaluation.
b. Technical Capability: Technical Capability submissions shall indicate the quoter’s ability to meet solicitation requirements and perform in accordance with the Performance Work Statement (PWS). Quoters may submit company literature, a unique technical proposal, or any combination of the two. The information submitted shall clearly demonstrate the quoter’s ability to collect, shred/destruct, and dispose of sensitive papers/materials while maintaining confidentiality to protect from identity theft, in accordance with the applicable Federal Laws and Regulations.
To permit a thorough and effective evaluation, all submissions shall be as concise, complete and clear as possible so as to permit the Government to make an evaluation without further discussions. The Government reserves the right to make a determination based solely on the information submitted and proceed without clarifications or discussions.
EVALUATION: The basis for award selection is Best Value. The Government intends to evaluate quotations and award a firm fixed price contract to the responsible quoter whose quote will be most advantageous to the Government based upon price, past performance and technical capability.
1. Price: Price reasonableness will be determined in accordance with FAR 12.209 and FAR 13.106-3.
2. Past Performance: Past Performance will be evaluated in accordance with FAR 12.206 and FAR 13.106. The Government may seek and consider data independently obtained from other government and commercial sources, including, but not limited to, data bases such as CPARS and FAPIIS. The Government may also evaluate recent and relevant performance information.

The information submitted shall clearly demonstrate the quoter’s experience in the collection, shredding/destruct ruction, and disposal of sensitive papers/materials while maintaining confidentiality to protect from identity theft, in accordance with applicable Federal Laws and Regulations. Similar contracts performed for the Federal Government may be considered more significant in the evaluation.
3. Technical Capability: In accordance with FAR 12.205, quoters may submit existing company literature in lieu of unique technical proposals. For the purpose of this evaluation, quoters may submit company literature, a unique technical proposal, or any combination of the two. Technical Capability submissions shall indicate the quote’s ability to meet solicitation requirements and perform in accordance with the Performance Work Statement (PWS). The information submitted shall clearly demonstrate the quoter’s ability to collect, shred/destruct, and dispose of sensitive papers/materials while maintaining confidentiality to protect from identity theft, in accordance with the applicable Federal Laws and Regulations.
With the exception of company literature, the Past Performance and Technical Capability submissions shall be single-spaced, on 8 ½ X 11 inch paper, with minimum one-inch margins on all sides, and a minimum 12-point font. The combined page limitation is ten pages. Any pages in excess will not be considered. Any text and graphics shall be in a format readable by Adobe PDF, Microsoft Word, PowerPoint, or Excel. There is a 10MB limit for all email submissions.
Quotes shall remain valid for a minimum of 60 days.
The government has included 52.217-8, Option to Extend Services. For evaluation purposes, the Government will consider the price for the six-month Option to Extend Services as equal to half the price of the last option period quoted. The total evaluated price will include the base period and all options including the Option to Extend Services. Evaluation of options will not obligate the government to exercise the options.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days before the contract expires.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 5 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 10 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
52.222-19 CHILD LABOR--COOPERATION WITH AUTHORITIES AND REMEDIES (JAN 2022)
(a) Applicability. This clause does not apply to the extent that the Contractor is supplying end products mined, produced, or manufactured in--
(1) Canada, and the anticipated value of the acquisition is $25,000 or more;
(2) Israel, and the anticipated value of the acquisition is $50,000 or more;
(3) Mexico, and the anticipated value of the acquisition is $92,319 or more; or
(4) Armenia, Aruba, Australia, Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Ireland, Italy, Japan, Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Taiwan, Ukraine, or the United Kingdom and the anticipated value of the acquisition is $183,000 or more.
(b) Cooperation with Authorities. To enforce the laws prohibiting the manufacture or importation of products mined, produced, or manufactured by forced or indentured child labor, authorized officials may need to conduct investigations to determine whether forced or indentured child labor was used to mine, produce, or manufacture any product furnished under this contract. If the solicitation includes the provision 52.222-18, Certification Regarding
Knowledge of Child Labor for Listed End Products, or the equivalent at 2.212-3(i), the Contractor agrees to cooperate fully with authorized officials of the contracting agency, the Department of the Treasury, or the Department of Justice by providing reasonable access to records, documents, persons, or premises upon reasonable request by the authorized officials.
(c) Violations. The Government may impose remedies set forth in paragraph (d) for the following violations:
(1) The Contractor has submitted a false certification regarding knowledge of the use of forced or indentured child labor for listed end products.
(2) The Contractor has failed to cooperate, if required, in accordance with paragraph (b) of this clause, with an investigation of the use of forced or indentured child labor by an Inspector General, Attorney General, or the Secretary of the Treasury.
(3) The Contractor uses forced or indentured child labor in its mining, production, or manufacturing processes.
(4) The Contractor has furnished under the contract end products or components that have been mined, produced, or manufactured wholly or in part by forced or indentured child labor. (The Government will not pursue remedies at paragraph (d)(2) or paragraph (d)(3) of this clause unless sufficient evidence indicates that the Contractor knew of the violation.)
(d) Remedies. (1) The Contracting Officer may terminate the contract.
(2) The suspending official may suspend the Contractor in accordance with procedures in FAR Subpart 9.4.
(3) The debarring official may debar the Contractor for a period not to exceed 3 years in accordance with the procedures in FAR Subpart 9.4.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
