Synopsis / Solicitation Defense Finance and Accounting Services, Limestone, ME

Chiller Service Solicitation: HQ042322Q0041

Description: This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is HQ042322Q0041 and is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

This requirement is solicited as full and open competition.

The associated NAICS is 238220 and the small business size standard is $16.5M.

The anticipated period of performance is one base year and four additional one-year option periods beginning on May 1, 2022.

Quotations: Quotations shall be submitted by email by April 18, 2022 at 3:00PM EST.

GENERAL INSTRUCTIONS: Quotations shall include the RFQ number, date of submittal, the vendor’s name, address, CAGE, POC name, phone number, and email. Quotations shall also include attachments. The first attachment represents the vendor’s Price Quote, The second attachment represents the vendor’s response to Clause Fill-Ins. Any remaining attachments represent the vendor’s response to Technical Capability. Vendors may use the body of the email as a cover letter. All emails shall include the RFQ number in the subject line.

SUBMISSION INSTRUCTIONS:

1. Price Quote: Attached to the solicitation is a Pricing Worksheet. The quoter shall complete and submit the Pricing Worksheet. Prices are to be provided as a firm fixed-price for the base period and all option periods. Price reasonableness will be determined in accordance with FAR Parts 12 and 13.

2. Clause Fill-Ins: Attached to the solicitation is a document titled Clause Fill-Ins. The quoter shall complete and submit the Clause Fill-Ins.

3. Technical Capability: The quoter shall submit two documents for technical capability. Quoters shall submit a technical capability narrative that describes the quoter’s approach for meeting the PWS requirements. Quoters shall also submit proof of certification for Type III, EPA 608 technician(s) in refrigerant handling.

Technical Capability Narratives shall be single-spaced, on 8 ½ X 11 inch paper, with minimum one-inch margins on all sides, and a minimum 12-point font. The page limitation is five pages. Any pages in excess will not be considered. Any text and graphics shall be in a format readable by Adobe PDF, Microsoft Word, PowerPoint, or Excel. There is a 10MB limit for all email submissions.

EVALUATION: The basis for award selection is Lowest Price Technically Acceptable (LPTA). To be technically acceptable, a quoter must receive a rating of Acceptable for Technical Approach. To be technically acceptable the quoter must also not take any exceptions to the RFQ.

Technical Capability:

Quoters shall submit the technical capability narrative and certification requirements identified above.

Technical Capability will be evaluated on an Acceptable/Unacceptable basis as follows:

Acceptable Quote successfully demonstrates the ability to meet the technical, safety and experience requirements of the PWS. Quote successfully demonstrates certification requirements.

Unacceptable Quote successfully demonstrates the ability to meet the technical, safety and experience requirements of the PWS. Quote successfully demonstrates certification requirements.

Quotes shall remain valid for a minimum of 60 days.

The government has included 52.217-8, Option to Extend Services. For evaluation purposes, the Government will consider the price for the six-month Option to Extend Services as equal to half the price of the last option period quoted. The total evaluated price will include the base period and all options including the Option to Extend Services. Evaluation of options will not obligate the government to exercise the options.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial products or commercial services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 2 days.

(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 2 days before the contract expires. The preliminary notice does not commit the Government to an extension.
