Synopsis:

The Defense Logistics Agency (DLA) intends to award a Broad Agency Announcement (BAA) which addresses DLA’s expected need for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding in Areas of Interest related to Metal Casting. Interested parties will be required to submit an initial synopsis, referred to as a "White Paper," describing a specific project related to an Area of Interest as identified below:

A. Improved Alloy Development Projects that focus on the identification and demonstration of alloys designed and optimized specifically aimed at improved quality, item service life, and sustainability, decreased cost or production time. The new materials or applications must apply to multiple DoD weapon systems.

B. Innovative Simulation and Performance Modeling Projects that focus on the identification and demonstration of process modeling to identify and predict end item properties and performance. The projected benefit is reduction in lead-time and increased part performance.

C. Design and Process Optimization Projects that focus on the identification and demonstration of non-traditional production methods such as additive manufacturing or a hybrid combination of steel and composite materials. The new production methods or applications must apply to multiple DoD weapon systems.

D. Nondestructive Evaluation or Testing Projects that focus on the identification and demonstration of improving advanced methodologies or technologies to evaluate the materials used to inspect and evaluate steel castings. This would include updated performance based nondestructive testing (NDT) standards for critical components, and counterfeit detection.

E. Testing and Qualification Standards Projects that focus on developing or identifying standards that incorporate current materials and test methods, identify current alternative materials, and provide quality standards for legacy requirements.

F. Molds, Dies and Patterns Projects that identify and demonstrate advanced methodologies or technologies to create molds, dies or patterns used in metal castings that can provide benefits such as reduced cost, reduced lead-times, or improved part performance.

G. Respondent Area of Research Interest Projects involving a casting process or material not addressed in the Areas of Interest listed above, e.g., research in identifying and eliminating defects.

If proposed White Papers are determined of sufficient interest, DLA may request technical and cost proposals for the effort(s) described by proposed White Papers. White Papers and technical proposals must generally be for cost-sharing contracts; however, DLA will consider White Papers and proposals based on cost (FAR 16.302), cost-plus-fixed-fee completion (FAR 16.306), or fixed-price (FAR Subpart 16.2) contracts, or on transactions other than contracts, grants, or cooperative agreements (“Other Transactions”), but reserves the right to award contract types other than cost-sharing, or Other Transactions, only when DLA in its sole discretion deems such award to be in the best interests of the Government. Submittals based on contract types other than cost-type or fixed-price, or on Other Transactions, will be rejected and discarded and will not be reviewed or evaluated.

The BAA ceiling is estimated at $90 Million and will remain open for five years. The BAA period of performance shall consist of a Three-Year Base Period with one, Two-Year Option Period.
