Text version

Ref: SOW para 1.1. PWS states, “The Aircraft shall be used exclusively for CNP, Eradicators, representatives of CMEP and/or personnel from INL in support manual eradication missions or as directed by the CO, COR, or their designated representative.” Can aircraft designated for this mission be used by Offeror on other contracts or is this an Exclusive Use (EU) contract? The aircraft can be used by Offeror on other contracts, but must be available on agreed upon times and dates (with a minimum of 48 hour notice) for use on this contract. If it is an EU contract, would the Government change the pricing schedule to include a monthly fee as is normal with EU contracts? Not Exclusive Use. Alternatively, would the Government modify the RFP to guarantee a minimum number of monthly hours and have Offerors bid to that minimum number of hours? No.

Ref: SOW Para 2.5. Will the Government please clarify the requirement relating to CARB? Is the intent to award to a CARB carrier only, or could a non-CARB carrier with access to CARB subcontractors be awarded the contract? Can the Government provide an estimate of how often DoD personnel are expected to fly on subject aircraft?

CARB is required should we have to move DoD personnel ISO of a mission. The aircraft and carrier must comply. As to how often, that is to be determined, however, it will not be the normal.

Ref: Section 4- Evaluation Factors. The RFP does not provide specific guidance on proposal requirements such as page limits, section guidelines, or past performance reference requirements. This may lead to Offerors providing very disparate proposals. Would the Government provide specific Section L requirements such as would be found in most RFPs covered by the FAR?

This is an LPTA Commercial Solicitation. Therefore a demonstration and existence of Past Performance and Technical Capability must be articulated per 52.212-2 and within the Solicitation. I do not intend to limit the pages as price is the most important factor.

Ref: Timeline. Would the Government please consider granting a two week extension to allow Offerors to receive answers to questions and modify proposals accordingly to accommodate?

We do not intend to extend the solicitation due date.
