Offeror Questions

PGR Data Loss Prevention Solution

Following is a list of offeror questions, followed by the Government’s responses (in red).

QUESTION #1:

Reference: Appendix B CLIN 001.

DLP RSA SOFTWARE/HARDWARE PACKAGE

Discussion: The items listed in Appendix B CLIN 001 section A “DLP RSA Software Hardware package” are only Software items.

Question: Is the PGR going to provide the required hardware for physical or virtual environment along with OS/Vmware licenses for a proper installation of the software? If the answer is no, should we include the DLP hardware in our proposal?

Solicitation Amendment A001 (posted on FedBizOpps June 23, 2015) includes an updated Bill of Materials (BOM) provided as a revision to Appendix B (System Requirements). The updated

BOM includes all hardware and software.

QUESTION #2:

Reference: Appendix B CLIN 001.

DLP RSA SOFTWARE/HARDWARE PACKAGE

Discussion: The RSA solution requires Microsoft Windows OS and SQL Server licenses.

Question: Is the PGR is going to provide the necessary licenses?

Yes (see updated BOM referenced in response to #1 above).

QUESTION #3:

Reference: Appendix B System Requirements NETWORK ANALYSIS OF TRAFFIC AND

FILTERING DATA SSL CLIN 002: B ProxySG (SG-900-30PR BLUE COAT).

Discussion: The list of products provided is out-of-date; the manufacture has updated products.

Updated BOM was provided with Solicitation Amendment A001 (see response to #1 above).

QUESTION #4:

Reference: PWS Section 4. SCOPE. And CLIN004 – New Generation Firewall Palo Alto

Networks.

Discussion: The PWS states ‘The Contractor shall provide all required equipment, software, and services necessary to accomplish the objectives of this contract.’

Question: Will a UPS be provided by the PGR at each location to connect the firewall? If not, do we include them in our proposal?

An UPS will be provided at each location. The successful offeror will only be responsible for providing those items specified in the BOM (see response to #1 above).

QUESTION #5:

Reference: PWS Section 11.3 Training and CLIN004 – New Generation Firewall Palo Alto

Networks.

Discussion: PWS Section 11.3. Training, states /The contractor shall provide training for GoM personnel after operational status of equipment and software has been achieved.

Training shall be limited to 25 GoM employees.’

CLIN 4, Appendix_B_--_System_Requirements lists the following:

Essential Certification - PA - 201, PA – 205

Training At Certification - 5

Question: Can the Government clarify the number of personnel who need this training?

Training will be limited to five (5) qualified personnel.

QUESTION #6:

Reference: RFP Section 2.1 Organization of Offers and Section 2.2.3.(c). In-Country Warranty, part iii:

Discussion: If warranty will be provided through an in-country partner, the quotation must also include a letter from local partner identifying:

All products (manufacturer, part number, description, and quantity) for which warranty will be provided through them;

Applicable warranty terms and duration;

24/7 local number and email to contact in case warranty services are required;

and

Description of facilities and personnel to be used in providing warranty.

However, page limits for the technical proposal are limited to 20 pages.

Question: Will the Government allow the Letters to be submitted as attachments or specify that the letters are not included in page count?

The Letters may be submitted as attachments and will not be included in the page count.

QUESTION #7:

Reference: RFP Section 2.1 Organization of Offers, Section 2.2.3. (a) Work Plan/Methodology

AND PWS Section 12.

Discussion: The RFP states the proposal is to include an overview of the Quality Control Plan in accordance with PWS Section 12. This will require more than a few paragraphs.

Question: Will the Government allow this to be submitted as an attachment?

Yes, this may be submitted as an attachment.
