About this file
This is Amendment #0002 to Solicitation SV0222-26 issued by UNICOR (Federal Prison Industries, Inc.) on August 12, 2026, containing vendor-submitted questions and UNICOR's responses regarding a Digital License Plate Printer procurement.
The amendment addresses 25 questions from potential vendors covering operational specifications and procurement terms. Key details include: the printer must be new equipment capable of producing 600,000 plates annually at 1,200-1,800 plates per hour; the reflective sheeting material is 3M Tick and Clear (12" wide, 3" core) with maximum roll width of 11.5" and maximum print width of 12"; the overlaminate application occurs on a separate line from printing. The current equipment is a 3M Condor printer being replaced due to image quality concerns and equipment breakdowns. UNICOR will complete design conversion utilizing existing systems and software with guidance from the awarded vendor; the printer must be fully operational within two weeks of delivery by September 30, 2026, and will operate in its existing location without requiring facility upgrades. Regarding consumables, reflective sheeting supply, and warranty service responsibilities, UNICOR stated these items may be determined by the selected printer and no predetermined decision has been made. The facility requires all on-site vendor personnel to pass NCIC background checks. The network operates with no external connectivity; data sharing occurs via removable media between the air-gapped network and UNICOR enterprise network. Post-warranty service will be procured under a separate service contract. UNICOR plans to award the contract within 30 days of solicitation closing. The amendment clarifies that "automated workflow initiation" refers to RIP software functionality where a monitored directory automatically processes design files placed therein to initiate printing workflows.

Attachment A:
08/12/2026
1. Is the overlaminate applied in line with the printer or the blanking line?
Yes. We print onto laminate then move to a different line for application of metal and laminate.
2. Would UNICOR please provide the anticipated production volumes (hourly, daily, and annually) for the Digital License Plate Printer?
600,000 plates per year, 5 hrs per day/ 5 days a week, all year
3. Are there any minimum throughput or production rate requirements that the proposed system must achieve?
Between 1200 and 1800 plates printed per hour depending on the plate image.
4. Can UNICOR identify the reflective license plate sheeting intended for use with the proposed Digital License Plate Printer, including the manufacturer, product series, type of sheeting, roll length, core diameter, material thickness, and any other material specifications?
3M Tick and Clear. 12” wide, 3” core
5. What is the maximum roll width?
11.5” from edge to edge
6. What is the maximum print width needed?
12”
7. Certain reflective sheeting manufacturers require approved printing systems and consumables in order to maintain warranty coverage. Are there any compatibility or warranty requirements that vendors must meet?
This may be determined by the printer we select; no predetermined decision.
8. Can UNICOR identify the manufacturer and model of the Digital License Plate Printer currently in use?
3M Condor
9. Can UNICOR provide the reason for procuring a new Digital License Plate Printer? For example, is the replacement intended to address technology obsolescence, equipment reliability, throughput limitations, maintenance concerns, or other operational requirements?
Better quality images and newer machines due to breakdowns
10. Does UNICOR expect the successful vendor to supply the reflective sheeting required for operation of the printer, or will UNICOR procure and supply the sheeting independently?
11. The solicitation does not identify responsibility for consumables. Will UNICOR procure and supply consumables (such as UV inks, thermal transfer ribbons, cleaning supplies, maintenance kits, printheads, and spare parts), or should these items be included in the vendor's proposal?
12. Can UNICOR provide installation site information including available floor space, available power requirements, compressed air specifications, loading access, and any prison security restrictions affecting installation?
Everything needed is available; vendors on site must pass NCIC background check.
13. Can UNICOR confirm whether the proposed Digital License Plate Printer must be new, unused, and of current manufacture, or whether refurbished, remanufactured, or previously used equipment will be considered acceptable, provided it meets all technical requirements of the solicitation?
New
14. Is the new printer expected to be delivered by 9/30/2026? If so, when does UNICOR expect it to be fully operational?
Within 2 weeks of delivery
15. Will the new printer require additional facility upgrades, or will it operate in its existing location?
Operate in its existing location
16. If new printer technology requires facility modifications for ventilation and hazardous waste storage and disposal, will these costs be included in the price of the printer or will they be considered separately in the evaluation of this Solicitation?
Separate
17. What are UNICOR’s requirements for reflective license plate sheeting?
We use tick and clear from 3M
18. How does UNICOR plan to complete the design conversion process to the new printer?
We would complete the process utilizing our existing systems and software but would also look for guidance from the awarded vendor. The formatting requirements for the new printer would dictate what needs to be done, if anything. We will define the process after understanding the requirement, and the need for conversion (or lack thereof).
19. After the warranty period end, is UNICOR expecting the cost of service to be included in the price of the digital printer, or will there be a separate service contract, or a line item to show this cost?
Separate service contract
20. When does UNICOR plan to announce contract award and publish the contract award information?
We plan to award within 30 days of the solicitation closing.
21. Will UNICOR allow remote access for technical support?
No, as the network that the printer will reside on has no external connectivity.
22. Will UNICOR's closed network requirement accommodate Adobe Suite's need for online connectivity every 90 days to maintain subscription licensing and updates?
UNICOR uses Isolated Network subscription license activation and manual updates for Adobe products. There is no 90-day connectivity requirement.
23. Will the devices be allowed to reach certain external resources i.e., Windows Update?
The network has no external connectivity. Windows updates are provided by moving the Windows update server from the air gapped network offsite to a separate network connection for updates, then moving the server back to the air gapped network.
24. There are Multiple references to, no external network access, that said, what is the expected or approved process for external data sync/order retrieval?
Any sharing/upload/download of data is done by copying files with removable media between the air gapped network, and the UNICOR enterprise network, and there are no expected/planned changes to that process.
25. Please clarify what is meant by "automated workflow initiation" in the RIP software requirement?
This is a feature that is described in the sentence immediately preceding the one referenced. The phrase “automated workflow initiation” refers to the functionality where the “watch” or “RIP” folder/directory that has been configured to be monitored for files to be placed therein. When a file (the design file to be printed) is placed into the identified directly, the software for the printing system will automatically begin to process the file for printing. There may be actions required by the end user before or after the file is placed into to the directory, but the system should be able to take that file and initiate the workflow processes used for printing.
