About this file

This is an Amendment of Solicitation (Amendment #001) issued by UNICOR, Federal Prison Industries, Inc. on August 11, 2026, for Solicitation SV0222-26. The amendment updates the evaluation factors and submission requirements for a digital license plate printer procurement.

The solicitation seeks a high-volume digital license plate printing system for installation and long-term operation at the UNICOR facility. Evaluation will utilize a Best Value Tradeoff process with Technical Capability and Past Performance weighted significantly more heavily than price. Technical Capability comprises four equally weighted subfactors: Production Throughput and Efficiency (plates per hour, calibration downtime, material waste); Print Quality and Durability (reflectivity, adhesion, legibility, lifespan against fading and environmental wear); Technical Features and Software Integration (automated quality control, database and inventory management integration, security compliance for closed network environments); and Delivery Lead Time and Schedule (feasibility and speed from award to full operational capability). Past Performance evaluation focuses on recency (work within three years of solicitation issuance) and relevance (installation, deployment, and maintenance of similar high-volume industrial digital printing systems), with offerors lacking relevant performance receiving a "Neutral" rating. Price evaluation assesses total life-cycle cost including base equipment cost, software and licensing fees, a consumables matrix estimating ink, printheads, and materials costs over five years, and annual service and maintenance costs for warranty, preventative maintenance, and on-site emergency repair support. Offerors must explicitly state delivery lead times in Days After Receipt of Order (ARO) from the contract award date.

52.212-2, Evaluation - Commercial Products and Commercial Services (Nov 2021).

08/11/2026

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The Government intends to utilize a Best Value Tradeoff process to determine the awardee.

Technical Capability and Past Performance, when combined, are significantly more important than price. The

Government notes that as technical capability and past performance ratings between competing proposals approach equality, price will become relatively more important in the final source selection decision.

The Government reserves the right to award to a higher-priced offeror if the technical superiority or lower risk of that offeror justifies the price premium.

The following factors and subfactors shall be used to evaluate offers:

FACTOR 1: TECHNICAL CAPABILITY The Government will evaluate the offeror’s technical proposal to determine its ability to meet the operational demands of high-volume digital license plate printing. This factor is comprised of three (3) equally weighted subfactors:

Subfactor A: Production Throughput and Efficiency The Government will evaluate the printer's documented production speed (plates per hour) and its ability to maintain continuous operations with minimal calibration downtime and low material waste rates.

Subfactor B: Print Quality and Durability The Government will evaluate the printer’s capability to meet required reflectivity, adhesion, and legibility standards. Proposals will be assessed on the expected lifespan of the print against fading, peeling, and environmental wear under industrial conditions.

Subfactor C: Technical Features and Software Integration The Government will evaluate the printer's core features, automated quality control systems, and its ability to natively interface and securely integrate with existing agency databases and inventory management software.

The Government will also evaluate any additional required software for the ability to run within the required security confines, such as functioning in a “closed” network environment and functioning without local or network administrative permissions (unless it runs as a Windows service).

Subfactor D: Delivery Lead Time and Schedule The Government will evaluate the offeror’s proposed delivery and installation timeline. Proposals will be assessed on the feasibility, realism, and speed of the schedule from the date of contract award to full operational capability at the Unicor facility. Shorter delivery lead times that minimize operational downtime will be evaluated more favorably, provided they are realistic and supported by a clear deployment plan.

FACTOR 2: PAST PERFORMANCE

The Government will evaluate the offeror’s record of recent and relevant performance to assess the level of risk associated with successful execution.

Recency: Defined as work performed within the past three (3) years from the issuance date of this solicitation.

Relevance: Defined as contracts involving the installation, deployment, and long-term maintenance of high-volume industrial digital printing systems of a similar scale and complexity.

Assessment: The evaluation will focus on system uptime metrics, vendor responsiveness, and overall customer satisfaction. Offerors without a record of relevant past performance will receive a "Neutral" rating.

FACTOR 3: TOTAL LIFE-CYCLE COST / PRICE

Price will not be scored adjectively, but will be evaluated for completeness, reasonableness, and total cost of ownership. The evaluated price will consist of the cumulative total of the following:

Base Equipment Cost: Upfront capital cost of the digital license plate printer hardware. • Software and Licensing:

Initial setup, installation, and any ongoing software licensing fees.

Consumables Matrix: Estimated costs of ink, printheads, and proprietary materials over a projected 5-year operational lifecycle.

Service and Maintenance: Annual cost of the manufacturer's warranty, preventative maintenance schedule, and on-site emergency repair support.

(b) A written notice of award or acceptance of an offer furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(END OF PROVISION)

Submission Instructions Update:

Offerors must explicitly state their delivery lead time in terms of Days After Receipt of Order (ARO) from the date of contract award.
