About this file
This document is Amendment 00002 (AMD 00002) to Solicitation SVO204-26, issued by Federal Prison Industries (UNICOR) on April 13, 2026, with an effective date of 04/13/2026. The amendment provides the government's responses to questions submitted by prospective offerors following a mandatory site visit conducted on 03/24/2026 at the UNICOR Warehouse facility in Washington, DC. The amendment identifies a secure laydown area within the warehouse on the included facility map and clarifies numerous aspects of the project scope, which involves HVAC replacement, asbestos abatement, roofing system replacement, and related construction work at a federal correctional facility.
Key clarifications provided include: contractor-provided staging is the contractor's responsibility; allowable working hours are 7:00 AM to 3:00 PM EST; steam service typically shuts down in May; the owner will remove roof ballast prior to roofing demolition; the contractor must make all steam radiator connections; steam coil specifications are referenced on drawing M601 dated 4/24/2025; no temporary office is required; contractors should expect six working hours per day excluding entry/exit procedures; all contracted staff require background checks including fingerprinting and badging; FBOP security training (one-hour presentation) is mandatory; up to four escorts will be provided daily with visual oversight capability; liquidated damages are $1,250.00 per day; the 10-day submittal review turnaround applies; the facility is federal property with the Owner as the Authority Having Jurisdiction; and the contractor must provide a 25-year roof manufacturer's warranty and 5-year installer warranty per specification section 075423. The amendment confirms that no BIM modeling, fire sprinkler modifications, or general building permits are required, and that the Owner is responsible for third-party special inspection costs.
