About this file

This document is an Amendment of Solicitation for an electrical design project at UNICOR Federal Prison Industry's Eglin AFB Laundry facility. The amendment includes a series of questions and answers that clarify the project scope, which involves electrical design services for upgrading electrical service to 800A @480V and designing electrical connections for new equipment. Key details include:

The solicitation (SV0187-25, 1600002830) is for a single-award project with multiple phases, focusing solely on electrical design. Engineers will need to create necessary drawings and specifications, including site plans, factory layouts, and electrical schematics. The design should cover electrical service upgrades, potential transformer relocations, and power connections for new machines. Critical aspects include determining transformer requirements, underground conduit needs, and service capacity, with all design elements subject to government agency approval. The project is specifically for federal property and will not require local code enforcement review.

Solicitation # SV0187-25 , 1600002830 Amendment #001 Questions/ Answers

Q1. Will awardee be granted access to existing as-built electrical drawings, local data, and other infrastructure?

A1. Engineers will need to create any drawings, specifications, rough sketches of the factory and layout (if needed), and any other electrical schematics that is typically needed.

Q2. Will awardee awarded phase 1 be authorized to continue phase 2 and phase 3?

A2. This is for single award of all phases. Quotes should be provided for all phases.

Q3. Is site plan with building relations to electrical transformers available, or will awardee have to create one?

A3. See A1.

Q4. Is a floor plan of building available or will this need to be created?

A4. See A1

Q5. Is the project scope to increase the building electrical service size to 800A @480V only, or to also design the electrical connections to all new equipment being installed in the building?

A5. This solicitation is solely for design and phases to allow UNICOR to have needed support to solicit for the actual electrical work on sam.gov. Design should include all aspects for the new equipment installed in building to be powered.

Q6. Based on the electrical connections on the handouts, it appears likely that a new 480V to 208Y/120V transformer will be required, with very little space in the electrical room. Is it acceptable to locate the transformer (if required) as well as secondary electrical panels, in the factory in the vicinity of the new machines?

A.6. If required, it is acceptable to relocate. The relocation design will need to be approved.

Q7. As this is Federal property, will this project be subject to local code enforcement review, or not?

A7. No local code review

Q8. In regard to the new equipment is limited it to electrical design only? No architectural or structural work will be required.

A8. It is for only electrical design. Unless required, agency intention is for electrical design only and not structural design.

Q9 Based on our field observations, it appears that the existing 600A main distribution panel (MDP) will be replaced and upgraded to an 800A service. Please confirm that the existing 600A MDP is to be replaced as part of this project?

A9. No, but if it is recommended to replace than yes the most cost-effective way.

Q10 It appears there are two existing conduits between the outdoor Duke Energy transformer and the electrical room MDP. Our preliminary assessment indicates these conduits may not have sufficient capacity for new 800A service conductors. Please confirm whether new underground ducts will be required between the new transformer and the new 800A MDP. Additionally, please clarify whether new underground conduits may be directionally bored beneath the existing perimeter security fence, or if an open trench installation will be required.

A10. If it is determined that underground conduit is required, the design would need to be approved prior to completion. This requirement will be determined by engineer during the design phase, and would be approved by government.

Q11. Based on the load information provided, it appears that the new machines require 240V, single-phase power. This may necessitate installation of a step-down transformer (480V to 240V). Please confirm whether a step-down transformer will be required under this project scope.

A11. The step down transformer would be part of the design phase from the engineer and would have to be approved by the government agency.

Q12. The RFP and site visit notes indicate a new 800A service. However, based on the new machine load data, the total connected load may exceed 800A. Please confirm whether the new service should be sized strictly at 800A or increased to a larger capacity based on actual load requirements.

A12. At this time we are in need of guidance as to what we need to operate the existing equipment along with the new equipment.

Q13. During the site visit, the existing electrical panelboards and transformers in the electrical room appeared to be very old and likely beyond their useful life. Please confirm whether replacement of all existing electrical equipment in the room should be included in the project scope.

A13. No we do not want to replace any existing electrical equipment unless it is a safety hazard for the building.

All other terms and conditions will remain the same.
