About this file
This is a Questions and Answers document from the City of Philadelphia Department of Sanitation regarding Opportunity #21260828115348, a Fiscal Year 2027 Request for Proposals for Sustainability Initiatives Outreach services. The RFP seeks a contractor to provide media, education, and outreach support for residential and commercial recycling programs, litter reduction initiatives, and related sustainability campaigns. Services include developing and managing media campaigns, coordinating press and media events, creating educational materials, managing community outreach programs, and supporting workforce development initiatives including the Philadelphia Spring Clean-up Program, Anti-Litter Program, Philadelphia More Beautiful Committee Program, and Green Schools Grant Program. The initial contract term runs from November 16, 2026 through November 15, 2027, with an option for the City to extend for up to four additional one-year terms. The pre-proposal meeting was held September 9, 2026 via Microsoft Teams, with applicant questions due September 11, 2026, answers posted by September 15, and proposals due October 2, 2026 at 5:00 p.m. Philadelphia time.
Compensation will be stated as a maximum not-to-exceed annual amount, with proposers permitted to submit fixed-price rates, hourly rates by personnel type and experience level, or a task-by-task combination, with monthly invoicing or task-completion payment options. Historically, individual media campaigns have ranged from $25,000 to $500,000. The Department assigns individual tasks as needed with projected deadlines and will separately scope, budget, and authorize work from other City departments before work begins. Language access, accessibility, and geographic-equity requirements will be determined on a case-by-case basis given Philadelphia's diverse communities. Event-related hard costs including venues, food, staffing, permits, and participant support can be billed as approved pass-through expenses. All materials developed become the sole property of the City. Successful contractors must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, maintain current business licenses and tax clearances, and disclose political contributions. Local Business Entity and LGBTQ diversity certifications, while optional, may be considered favorably in evaluation.

7. Can the Department provide an estimate of the number and typical scale of campaigns, major initiatives, or programs that receive paid media support annually?
Historically, individual media campaigns have ranged in scope from $25,000 to $500,000.
• Digital & Social
8. Who currently manages the City/Sanitation’s owned social channels, and is the selected contractor expected to manage channels directly or provide content, strategy, and campaign support to an internal team?
• The Department manages its social channels; the Contractor supports with the development of content and scheduling posts on a monthly basis.

10. What CMS/platform hosts the City web pages the selected contractor may be asked to support, and what platform is used for email and newsletter distribution?

12. For door-to-door canvassing and other field outreach, should applicants assume these efforts will be staffed by the selected contractor, third-party subcontractors, or City/volunteer staff coordinated by the contractor?

16. For the Block Captain Rally, Philly Spring Clean-up, and other special events, what attendee-management and on-site execution responsibilities should applicants assume will be handled by the selected contractor versus City staff or existing vendors?
