About this file

This is an RFP Submission Checklist for Professional Services opportunities issued by the City of Philadelphia, Pennsylvania, designed to ensure applicants submit complete and compliant proposals. The checklist serves as a verification tool for prospective contractors responding to RFP opportunities at or above the formal threshold. The related contract opportunity involves selecting a contractor to assist with ongoing education and public relations work for the Department's residential and commercial recycling programs and litter reduction initiatives. The checklist requires applicants to confirm submission before the stated deadline through the eContractPhilly electronic portal and to verify that proposals address the Scope of Work requirements outlined in Section II of the RFP, include an appropriate cost proposal, and meet all format and content specifications detailed in Section III.

Applicants must demonstrate financial capacity through audited or unaudited financial statements, disclose any bankruptcy filings from the past five years, and submit required clearance documentation including the City of Philadelphia Tax and Regulatory Status and Clearance Statement (Appendix C). The submission process requires disclosure of all information mandated under Philadelphia Code Chapter 17-1400, including local political contributions, submitted through the applicant's eContractPhilly account. Applicants may optionally submit certifications for Local Business Entity status (Appendix D) or LGBTQ Applicant Opportunity Data (Appendix E). The proposal must be electronically submitted under the correct opportunity number and signed by an authorized signatory, with the applicant's registered name and Tax Identification Number matching across the applicant profile, Appendix C, and W-9 form. Objections to General Provisions must be raised within the proposal submission, though such objections are not favored and may be weighted against the proposal evaluation.
