About this file

This document is a Surplus Materiel Worksheet dated 10 March 2025 for a specific F-16 aircraft part with NSN 1650012631604 and Part Number 2750534M3. The worksheet indicates that surplus materials are not acceptable for this requirement due to the critical and complex nature of the components. The document specifies that parts must be NEW and UNUSED, and must be inspected for correct Part Number, corrosion, and obvious damage prior to acceptance.

Key details include the item is managed by the 423 SCMS / GUMF office, with contact Shane L. Upton, and the evaluation was completed by Jeremy D. Roof from the 423 SCMS / GUEAA office. The policy explicitly states that they do not generally accept anything other than new manufactured material for testable Shop Replaceable Units (SRUs) and Line Replaceable Units (LRUs). Exceptions may be made in cases of MICAPS, work stoppages, or unacceptable production lead times, but such items would still require extensive evaluation and potentially need to go to a government repair shop for overhaul and testing before use.

Re: SPRTA1-26-Q-0006: Reason for not soliciting surplus

A surplus sheet was included in the package which stated that no surplus was acceptable.

Therefore, it was determined that surplus would not be solicited for this requirement.

OTHER SPECIAL REQUIREMENTS (Explain)

Roof, Jeremy DNAME: 12 MAR 2025DATE:

All testable Shop Replaceable Units (SRUs) and Line Replaceable Units (LRUs) must be tested IAW applicable technical orders or Original Equipment Manufacturer Acceptance Test Procedures prior to acceptance by the government. Commonly, testing of this type is not available from non-manufacturing sources and acceptance testing at destination would result in additional Government expense with no assurance as to the period of time to accomplish the test or the outcome. Consequently, our policy is that we do not generally accept other than New Manufactured Material for testable SRU and LRU material due to the critical and complex nature of the components managed by our Group. Exceptions to this policy will be made in cases where MICAPS, work stoppages, or unacceptable production lead times exist and these purchases shall require items meet evaluation criteria.

Upton, Shane LNAME: 11 MAR 2025DATE:

Parts are to be NEW and UNUSED. Parts shall be in inspected for correct P/N, corrosion, obvious damage prior to acceptance. Government surplus items are acceptable with proof of purchase for this P/N from approved manufacture. Part must be in original unopened package labeled with original contract number.

REMARKS

JUSTIFICATION FOR UNACCEPTABLE SURPLUS MATERIEL

If these items are purchased as surplus due to the above work stoppage situations, they must be received as "F" condition assets, and will have to go to the government repair shop for overhaul and test prior to use.
