About this file

This surfacing specifications document pertains to the Fontana Unified School District's playground surfacing installation and repair project under Bid No. 25/26-0019. The specifications detail technical requirements for ForeverLawn synthetic turf surfacing, a key component among multiple surfacing options available to the District, including poured-in-place rubber systems, rubberized tiles, and synthetic turf alternatives. The project encompasses district-wide installation and repair services across multiple school sites on an as-needed basis via purchase orders. A mandatory pre-bid conference is scheduled for March 31, 2026 at 10:00 AM, with prequalification applications due by April 2, 2026 and final approval by April 13, 2026. Questions must be submitted through the e-procurement portal no later than 2:00 PM on Friday, April 3, 2026, and sealed bids are due by 2:00 PM on Tuesday, April 21, 2026. Intent to award is scheduled for April 24, 2026, with tentative award on May 6, 2026. The resulting contract is for one year with options to renew for up to five additional years at the District's discretion.

Bidders must hold a valid California Class B contractor's license with C-61/D-34 or C-61/D-34 with C-8 subcontractor classification and must be manufacturer-certified installers with at least five years of documentable public agency experience. Unit prices must be net and all-inclusive of equipment delivery, installation, labor, insurance, applicable taxes, overhead, and profit, with payment and performance bond premiums listed separately. Bid security of 10 percent of the estimated contract amount of $1,500,000 is required, and liquidated damages are set at $1,000 per calendar day for delays. This is a prevailing wage public works contract subject to California Labor Code requirements; all contractors and subcontractors must be registered with the Department of Industrial Relations before bidding and maintain active registration throughout the contract duration. The District reserves the right to award the contract to multiple contractors to meet manufacturer certification requirements and may terminate the contract with 30 days' written notice without cause.
