About this file

This document is an Independent Provider Surf Instructor Permit issued by the City of Santa Monica's Recreation and Arts Department, Community Recreation Division for surf instruction activities on Santa Monica State Beach. The permit outlines comprehensive regulations for independent providers offering surf camps, lessons, and classes, with specific guidelines for conducting surfing instruction activities. The permit is valid for one year, with potential for four additional one-year renewals at the City's discretion, covering various surf instruction formats including surf camps, private/semi-private instructions, and beach activity camps at designated beach locations.

The permit requires permittees to pay a minimum of 15% of monthly gross receipts as rent, with a $212.37 annual permit initiation/renewal fee. Permittees must maintain specific insurance requirements, including $1,000,000 in Commercial General Liability coverage, Workers' Compensation insurance (if applicable), and Sexual Abuse or Molestation Liability coverage. Additional financial obligations include detailed monthly reporting of gross sales and maintaining precise records for potential City audits. The permit strictly regulates instructor-to-student ratios (maximum 4:1), limits the number of participants per hour, mandates specific safety and operational guidelines, and requires instructors to wear color-specific rash guards and maintain liability waivers for all participants.
