About this file
This document is a Request for Proposal (RFP) from the City of Santa Monica for Surfing Instruction, Surf Camps, Beach Activity Camps, and Beach Sports Camps Permits. The City is seeking qualified providers to offer youth surf camps, beach activity camps, beach sports camps, and semi-private/private surfing instruction and classes for an initial one-year term, with four potential one-year renewal options at the City's discretion. The RFP outlines eight required submission topic areas, including a Letter of Transmittal, Qualifications, Activity Description, Operations and Staffing Plan, Proposed Compensation to the City, Health and Safety Plan, Adaptability, Outreach and Marketing Plan, and References and Reviews.
The compensation structure requires each permittee to pay a minimum of 15% of monthly gross receipts, with higher percentages receiving more favorable scoring (20% receives 20 points, 18-19% receives 15 points, 16-17% receives 10 points, and 15% receives 5 points). Proposers may submit multiple proposals, but each must be entirely separate. The evaluation will focus on various aspects such as experience, program specifics, safety protocols, adaptability, marketing approach, and references. The City will issue Independent Provider permits for specific beach locations, with tower location assignments and the number of available permits subject to change.
